રાજ્યસભામાં કૃષિ અંગેના બિલનો વિરોધ કરતી વખતે હોબાળો થયો હતો. એમાં આઠ સાંસદોએ સંસદના નિયમો તોડયા હોવાનું કહીને સભાપતિ વૈંકેયા નાયડુએ આઠેય સાંસદોને એક સત્ર માટે સસ્પેન્ડ કરી દીધા હતા. સસ્પેન્ડ થયેલા સાંસદોએ સંસદ પરિસરમાં દેખાવો કર્યો હતા. ઉપરાષ્ટ્રપતિ અને રાજ્યસભાના સભાપતિ વૈંકેયા નાયડુએ આઠ વિપક્ષી સાંસદોને આખા સત્ર માટે સસ્પેન્ડ કરી દીધા હતા.
તૃણમૂલ કોંગ્રેસના ડેરેક ઓબ્રેઈન અને ડોલા સેન, આમ આદમી પાર્ટીના સંજય સિંહ, કોંગ્રેસના રાજીવ સાતવ, સૈયદ નાસીર હુસૈન, રીપૂન બોરા અને સીપીએમના કેકે રાગેશ તેમ જ એલમરાન કરીમ - એમ આઠ વિપક્ષી સાંસદોને સંસદમાં ગેરવર્તન કરવાના આરોપ હેઠળ આખા સત્ર માટે સસ્પેન્ડ કરી દેવાયા હતા.
એ મુદ્દે ભારે હોબાળો મચ્યો હતો. સસ્પેન્ડ થયેલા વિપક્ષી સાંસદોએ સંસદ પરીસરમાં જ ધરણાં કર્યા હતા અને ભાજપની સરકાર લોકશાહીની હત્યા કરી રહી હોવાના બેનર લઈને વિરોધ નોંધાવ્યો હતો. આમ આદમી પાર્ટીના સાંસદ સંજય સિંહે ચાદર અને તકિયો લઈને સરકાર સામે દેખાવો કર્યા હતા.
સભાપતિ વૈંકેયા નાયડુએ સાંસદોના વર્તન અંગે નારાજગી વ્યક્ત કરીને આકરી ટીકા કરી હતી. નાયડુએ ઉપસભાપતિ હરિવંશ સામે વિપક્ષોએ અવિશ્વાસનો પ્રસ્તાવ મૂક્યો હતો તેને પણ રદ્ કર્યો હતો. અગાઉ ઉપસભાપતિ હરિવંશ સામે કોંગ્રેસ સહિતના વિપક્ષોએ અવિશ્વાસનો પ્રસ્તાવ મૂકીને કાર્યવાહીની માગણી કરી હતી.
સાંસદોના સસ્પેન્ડ થયા મુદે સંસદગૃહમાં ભારે તંગદિલીનો માહોલ સર્જાયો હતો. વિપક્ષના સાંસદોએ સભાપતિને વિવિધ નિયમો ટાંકીને વિરોધ કરનારા સાંસદો સામે આકરા પગલાં ભરાયા હોવાનું કહીને વિરોધ નોંધાવ્યો હતો. ભારે ઉગ્ર ચર્ચા વચ્ચે સભાપતિ વૈંકેયા નાયડુએ રાજ્યસભાને એક દિવસ માટે સૃથગિત રાખવાનો નિર્ણય જાહેર કર્યો હતો.
કેન્દ્રીય મંત્રી રવિશંકર પ્રસાદે કહ્યું હતું કે સસ્પેન્ડ થયેલા સાંસદોએ સંસદગૃહ છોડયું ન હતું. એવું કરીને આ સાંસદોએ લોકશાહીના નિયમો તોડયા છે. કેન્દ્રીય કાયદા મંત્રી રવિશંકર પ્રસાદે વિપક્ષ પર નિશાન સાધતા કહ્યું હતું કે માર્શલ સાથે ગેરવર્તન કરીને સંસદગૃહની ભવ્ય વિરાસતને તોડનારા સાંસદોએ સભાપતિનો આદેશ ન માનીને ફરીથી લોકશાહીના નિયમો તોડયા હતા.

કેન્દ્ર સરકારના ત્રણ કૃષિ બિલનો વિરોધ વધુ ઉગ્ર બનતો જાય છે. ખેડૂતોએ હરિયાણા, પંજાબ, ઉત્તર પ્રદેશ બાદ હવે દક્ષિણ ભારતમાં પણ ઉગ્ર દેખાવો શરૂ કરી દીધા છે. પશ્ચિમ બંગાળ અને તામિલનાડુમાં ખેડૂત સંગઠનો અને રાજકીય પક્ષોએ બિલના વિરોધમાં પ્રદર્શનો કરવાની જાહેરાત કરી છે.
જ્યારે કોંગ્રેસે અને 10 મોટા ટ્રેડ યુનિયનોએ દેશભરમાં આ બિલના વિરોધમાં ઉગ્ર આંદોલનની જાહેરાત કરી દીધી છે. જેને પગલે આગામી દિવસોમાં સરકારને ખેડૂતો જ નહીં વિપક્ષ પણ ભીસમાં લેવાની તૈયારીમાં છે.
કોંગ્રેસના નેતા કે સી વેણુગોપાલે કહ્યું હતું કે કોંગ્રેસ દેશભરમાં બિલના વિરોધમાં આંદોલન કરશે અને કરોડો ખેડૂતોની સહી લેવામાં આવશે. દેશભરમાં કોંગ્રેસના નેતાઓ પ્રેસ કોન્ફરન્સ કરશે, તાલુકા જિલ્લા અને રાજ્યકક્ષાના નેતાઓ અને કાર્યકર્તાઓ રસ્તા પર ઉતરશે અને આવેદનપત્રો આપશે.
દરમિયાન પશ્ચિમ બંગાળના મુખ્ય પ્રધાન મમતા બેનરજીએ જણાવ્યું હતું કે કેન્દ્રના કૃષિ બિલોને કારણે દેશમાં દુષ્કાળ જેવી સિૃથતિનું નિર્માણ થશે. કેમ કે ખેડૂતોને ટેકાના ભાવ નહીં મળે અને ખેતી નાશ પામશે.
મમતાએ સાથે કહ્યું કે એક તરફ દેશ કોરોના મહામારીનો સામનો કરી રહ્યું છે ને બીજી તરફ કેન્દ્ર સરકારે લોકસભા અને રાજ્યસભામાં ખેડૂત વિરોધી બિલોને પસાર કરી દેશમાં દુષ્કાળની પરિસિૃથતિ ઉભી કરવા માગે છે. જો ખેડૂતોને ટેકાના ભાવ નહીં મળે તો ખાધ્ય પદાર્થોની એક મોટી અછત ઉભી થશે. અને સંગ્રહખોરી પણ વધશે.
બીજી તરફ પંજાબમાં ખેડૂતોનું આંદોલન ઉગ્ર બની રહ્યું છે. આ સિૃથતિ વચ્ચે કોંગ્રેસ કાર્યકર્તાઓ પણ આંદોલનમાં જોડાયા હતા અને રાજ્યવ્યાપી આંદોલન કર્યું હતું. કોંગ્રેસના રાજ્યના પ્રદેશ પ્રમુખ સુનિલ જાખરે આ વિરોધ પ્રદર્શનની આગેવાની લીધી હતી અને કેન્દ્ર સરકારને ખેડૂત વિરોધી બિલોને લઇને ઘેરી હતી. તેમણે કહ્યું હતું કે આ બિલ ખેડૂતો માટે બહુ જ મોટા નુકસાનકારક સાબિત થશે.
જ્યારે તમિલનાડુમાં ડીએમકે અને તેના સાથી પક્ષોએ પણ રાજ્યવ્યાપી આંદોલનની જાહેરાત કરી હતી. ડીએમકેના જણાવ્યા મુજબ આગામી 28મી તારીખે તમિલનાડુમાં આ બિલના વિરોધમાં અમે ખેડૂતોની સાથે રસ્તા પર ઉતરીશું. જ્યારે ખેડૂત સંગઠનોએ 25મી સપ્ટેમ્બરે જે દેશવ્યાપી ભારત બંધની જાહેરાત કરી છે તેને તમિલનાડુના ડીએમકે અને તેના સાથી પક્ષોએ ટેકો આપવાની જાહેરાત કરી હતી.
દરમિયાન તમિલનાડુમાં ડાબેરી પક્ષોએ રાજ્યવ્યાપી આંદોલન કર્યું હતું અને બિલને સમર્થન આપનારા તમિલનાડુના સત્તાધારી પક્ષના મુખ્ય પ્રધાન કે પલાનીસ્વામીના રાજીનામાની માગણી કરી હતી. બીજી તરફ રાજ્યસભામાં બિલ પસાર થઇ ગયા હોવાથી હવે તેને અંતીમ ઓપ આપવા માટે રાષ્ટ્રપતિની સહીની જરૂર રહેશે.
તેથી કોંગ્રેસ, ડાબેરી પક્ષો, એનસીપી, ડીએમકે, સપા, ટીએમસી, આરજેડી સહિતના પક્ષોએ રાષ્ટ્રપતિને પત્ર લખીને અપીલ કરી હતી કે તેઓ ખેડૂત વિરોધી બિલોને મંજૂરી ન આપે. દરમિયાન બેંગાલુરૂમાં હજારો ખેડૂત, મજૂર, દલિત સંગઠનો રસ્તા પર ઉતર્યા હતા, અહીંના ફ્રીડમપાર્કમાં કેન્દ્રની નીતિઓના વિરોધમાં ઉગ્ર દેખાવો થયા હતા.
ભાજપની સરકાર વિપક્ષોનો અવાજ દબાવી રહી છે: કોંગ્રેસ
ભાજપ સરકાર સામે વિપક્ષોએ નિશાન સાધ્યું હતું. આઠ સાંસદો સસ્પેન્ડ થયા તે મુદ્દે કોંગ્રેસે પ્રતિક્રિયા આપતા કહ્યું હતું કે ભાજપની સરકાર વિપક્ષોનો અવાજ દબાવીને લોકતંત્રની હત્યા કરી રહી છે. કોંગ્રેસના પૂર્વ અધ્યક્ષ રાહુલ ગાંધીએ ટ્વીટ કરીને કહ્યું હતું કે ભાજપની સરકાર ઘમંડી છે અને મનસ્વી નિર્ણયો કરે છે. વિપક્ષનો અવાજ દબાવીને દેશની સમસ્યા અંગે બેદરકારી દાખવવામાં આવે છે. તૃણમૂલ કોંગ્રેસના બે સાંસદો પણ સસ્પેન્ડ થયા છે. તે અંગે પશ્વિમ બંગાળના મુખ્યમંત્રી અને તૃણમૂલ કોંગ્રેસના વડા મમતા બેનર્જીએ તીખી પ્રતિક્રિયા આપી હતી. મમતા દીદીએ કહ્યું હતું કે સરકારના અન્યાયી બિલ સામે સંસદમાં અવાજ ઉઠાવાશે તેમ જ શેરીઓમાં પણ ઉતરી આવીને તૃણમૂલ કોંગ્રેસ કેન્દ્ર સરકારના અન્યાયનો જવાબ આપશે.

કેન્દ્ર સરકારના કૃષી બિલોનો વિરોધ વધુ ઉગ્ર બની રહ્યો છે. હરિયાણા, પંજાબ, ઉત્તર પ્રદેશમાં ખેડૂતો વિફર્યા હતા અને ઠેર ઠેર વડા પ્રધાન નરેન્દ્ર મોદીના પુતળા બાળ્યા હતા. જ્યારે કેટલાક વિસ્તારોમાં નારાજ ખેડૂતોએ સરકાર વાત ન સાંભળતા પોતાના ટ્રેક્ટર પણ સળગાવ્યા હતા.
હરિયાણામાં પોલીસે ખેડૂતો પર ફરી બળપ્રયોગ કર્યો હતો અને વોટર કેનનો મારો ચલાવ્યો હતો. આ વિરોધમાં હવે ભાજપના સાથી પક્ષ અકાળી દળ બાદ જનનાયક જનતા પાર્ટીના નેતાઓ પણ રસ્તા પર ઉતર્યા હતા.
પંજાબમાં ખેડૂતોએ કેન્દ્રના બિલ અને વડા પ્રધાન નરેન્દ્ર મોદીના પુતળા સળગાવી સરકાર વિરોધી સુત્રોચ્ચાર કર્યા હતા. બપોરે 12 વાગ્યાથી ત્રણ વાગ્યા સુધી અનેક રોડ રસ્તાઓને ખેડૂતોએ પોતાના કબજામાં લઇ લીધા હતા અને બ્લોક કરી દીધા હતા. આ વિરોધમાં ભારતીય કિસાન યુનિયન પણ જોડાયું હતું. જ્યારે અનેક વિસ્તારોમાં મંડીના કમિશન એજન્ટો પણ ખેડૂતોની સાથે રસ્તા પર ઉતર્યા હતા.
હરિયાણામાં સરકારે મોટા પાયે પોલીસ તૈનાત કરી દીધી હતી. અહીંના અંબાલા નેશનલ હાઇવેને ખેડૂતોએ બ્લોક કરી દીધો હતો.અંબાલા દિલ્હી અને ચંડીગઢ તરફ જતા હાઇવે પર ભારે ટ્રાફિક સર્જાયો હતો.
આ બિલ અમારી રોજીરોટી છીનવી લેશે જેવા દાવા સાથે ખેડૂતોએ તેને જાહેરમાં સળગાવ્યું હતું. સરકારનો દાવો છે કે આ બિલથી ખેડૂતોને ફાયદો થશે કેમ કે તેઓ ઇચ્છે તે વેપારીને પોતાની વસ્તુ વેચી શકશે જ્યારે ખેડૂતોની દલીલ છે કે આમ કરવાથી મંડી સિસ્ટમ જ નીકળી જશે અને સરકાર ટેકાના ભાવ જાહેર કરવાથી તેમજ ખરીદી કરવાથી બચી જશે, સંગ્રહખોરીને પણ છુટ આપી દીધી છે.
હરિયાણામાં ભાજપના સાથી પક્ષ જેજેપીના ધારાસભ્ય જોગીરામ અને રામકરણ પણ રસ્તા પર ઉતર્યા હતા અને રાજીનામા આપી દેવાની ચીમકી આપી હતી. જ્યારે એક અપક્ષ ધારાસભ્ય બલરાજ કુંડુએ કહ્યું હતું કે આ બિલથી ખેડૂતોને નહીં પણ કોર્પોરેટ સેક્ટરને જ ફાયદો થશે. જ્યારે ખેડૂત સંગઠનના હરિયાણાના નેતા ગુરમાનસિંહે કહ્યું હતું કે ખેડૂતો વિરોધ કરી રહ્યા હોવા છતા સરકારે આ બિલને બન્ને ગૃહોમાં પસાર કરાવી દીધા તે અતી દુ:ખદ છે. હરિયાણા પંજાબ સરહદે સિૃથતિ વધુ તંગદીલ બની હતી કેમ કે વિરોધમાં યુથ કોંગ્રેસના અનેક યુવકો પણ જોડાયા હતા.
પંજાબમાં ખેડૂતોને રેલી આગળ વધતી અટકાવવા મજબૂર કરાયા હતા જેને પગલે નારાજ ખેડૂતોએ પોતાના જ ટ્રેક્ટરને આગને હવાલે કરી દીધા હતા. અગાઉ પંજાબમાં બિલના વિરોધમાં એક ખેડૂતે ઝેર પી આત્મહત્યા કરી લીધી હતી. છતા સરકાર બિલ પરત લેવા તૈયાર ન થતા આ વિરોધ વધુ વિકરાળ સ્વરૂપ ધારણ કરી શકે છે.

ચીન માટે જાસૂસી કરી રહેલા પત્રકાર રાજીવ શર્માની દિલ્હીથી ધરપકડ કરવામાં આવી છે. દિલ્હી પોલીસના કહેવા પ્રમાણે શર્મા ચીનને ભારતીય લશ્કરના જમાવડાના સ્થળો, લશ્કર માટે સામગ્રીની ખરીદી, તથા અન્ય વ્યુહાત્મક માહિતી ચીનને પુરી પાડતા હતા. ચાઈનિઝ ઈન્ટેલિજન્સ એજન્સીને આ માહિતી શર્મા સોશિયલ મીડિયા અને ઈ-મેઈલ દ્વારા પહોંચાડતા હતા.
દરેક માહિતી બદર શર્માને એક હજાર ડોલર (73 હજાર રૂપિયા) મળતા હતા. દિલ્હી પોલીસે શર્માની 14મી તારીખે ધરપકડ કરી ત્યારે તેમની પાસેથી કેટલાક ગુપ્ત દસ્તાવેજો પણ મળ્યા હતા. દિલ્હી પોલીસ સ્પેશિયલ સેલના ડીસીપી સંજીવ કુમાર યાદવે કહ્યું હતું કેે કેવા પ્રકારની માહિતી ચાઈનિઝ ઈન્ટેલિજન્સ એજન્સીને પહોંચાડી તેની તપાસ ચાલુ છે.
શર્માના ઈન્ટરોગેશનના આધારે તેની ચાઇનિઝ મહિલા સાથીદાર અને અન્ય નેપાળી મદદગારની પણ ધરપકડ કરી લેવાઈ છે. ચીની મહિલા અને નેપાળી એજન્ટ બન્ને દિલ્હીમાં એક કહેવાતી કંપનીના ડિરેક્ટરો છે. તેઓ કંપનીમાંથી ચીનમાં દવાની નિકાસ કરતા હતા અને એ પછી મોટી રકમ મેળવતા હતા.
દવાના પેમેન્ટ તરીકે મળતી મોટી રકમનો ઉપયોગ ભારત સ્થિત આવા માહિતી આપનારા એજન્ટોને ચૂકવવા માટે થતો હતો. દિલ્હી પોલીસની ગણતરી પ્રમાણે અત્યાર સુધીમાં શર્માને 40થી 45 લાખ જેવી રકમ મળી હોવી જોઈએ. શર્મા ચીની અખબાર ગ્લોબલ ટાઈમ્સ માટે પણ સ્ટોરી-આર્ટિકલ લખતા હતા.
ભારતમાં પણ કેટલાક અખબારોમાં તેઓ લખતા હતા. શર્મા પાસે પ્રેસ ઈન્ફર્મેશન બ્યુરોનું એક્રેડિકેશન કાર્ડ હોવાથી તેઓ દિલ્હીમાં સરળતાથી મંત્રી-અધિકારીઓને મળી શકતા હતા. 2016માં માઈકલ નામના ચીની જાસૂસે શર્માનો સંપર્ક કર્યો હતો. ત્યારથી શર્માએ ચીનને માહિતી પહોંચાડવાની શરૂઆત કરી હતી.
માઈકલ અને શર્માનો સંપર્ક સોશિયલ મીડિયા પર થયો હતો. બાદમાં શર્માએ ચીનની મુલાકાત લીધી હતી અને ત્યાં તેને જાસૂસી બદલ મોટી રકમની ઓફર મળી હતી. એે ચીન યાત્રાનો સંપૂર્ણ ખર્ચ પણ માઈકલે જ ઉઠાવ્યો હતો. ચીન-ભારતના વર્તમાન સંઘર્ષ અંગે શર્માને જે માહિતી મળી એ તેમણે ચીન પહોંચાડી હતી.
2019માં વળી શર્માની મુલાકાત જ્યોર્જ નામના બીજા ચાઈનિઝ એજન્ટ સાથે થઈ હતી. તેને પણ શર્માએ માહિતી પહોંચાડવાનું ચાલુ રાખ્યુ હતુ એવી વિગત ડીસીપી સંજીવ યાદવે આપી હતી. શર્મા છેલ્લા ચાલીસ વર્ષથી પત્રકાર છે અને 2010થી તેઓ ફ્રીલાન્સિંગ કરે છે. ફ્રિલાન્સિંગ એટલે કે તેઓ કોઈ એક સમાચાર સંસ્થામાં નોકરી કરવાને બદલે અલગ અલગ સંસ્થાઓ માટેે કામ કરે છે.
