‘Those reinfected have more severe infection’

Reinfection of Covid-19 has been confirmed using whole genome sequencing in four healthcare workers from Mumbai. All four have a more severe Covid-19 infection as compared to their earlier episode, according to a preprint published on The Lancet medical journal’s website. રાજ્યસભામાં આઠ સાંસદોના સસ્પેન્શનના વિરોધમાં વિપક્ષે મંગળવારે રાજ્યસભા અને લોકસભા બંને ગૃહના બાકીના સત્રનો બહિષ્કાર કર્યો હતો અને આઠ સાંસદોનું સસ્પેન્શન પાછું ન ખેંચાય ત્યાં સુધી સત્રનો બહિષ્કાર કરવાની તેમણે જાહેરાત કરી હતી.

બીજીબાજુ કેન્દ્ર સરકારે સાંસદો પહેલાં માફી માગે પછી સસ્પેન્શન રદ કરવા અંગે વિચારણા થશે તેમ જણાવ્યું હતું. વિપક્ષે સત્રનો બહિષ્કાર કરતાં સંસદ પરિસરમાં તેમના સસ્પેન્શનના વિરોધમાં ધરણાં કરનાર આઠ સાંસદોએ 24 કલાકમાં ધરણાં ખતમ કર્યા હતા. રાજ્યસભામાં વિપક્ષની ગેરહાજરીમાં સરકારે સાડા ત્રણ કલાકમાં સાત બિલ પસાર કરી દીધા હતા.

રાજ્યસભામાંથી આઠ સાંસદોના સસ્પેન્શનનો વિરોધ કરી રહેલા પક્ષોમાં કોંગ્રેસ, સીપીઆઈ-એમ, સીપીઆઈ, તૃણમૂલ કોંગ્રેસ, એનસીપી, સમાજવાદી પાર્ટી, શિવસેના, રાજદ, ડીએમકે, ટીઆરએસ અને આપનો સમાવેશ થાય છે. કોંગ્રેસના સાંસદોએ સૌપ્રથમ સત્રનો બહિષ્કાર કરતાં ગૃહમાંથી વોકઆઉટ કર્યો હતો. ત્યાર પછી અન્ય પક્ષના સાંસદો પણ ગૃહમાંથી નીકળી ગયા હતા. રાજ્યસભાના સાંસદોને સમર્થન કરતાં લોકસભામાંથી પણ વિપક્ષે વોકઆઉટ કર્યું હતું.

રાજ્યસભામાં વિપક્ષના નેતા ગુલામ નબી આઝાદે જણાવ્યું હતું કે, આઠ સાંસદોનું સસ્પેન્શન પાછું ન ખેંચાય ત્યાં સુધી સત્રની કાર્યવાહીનો બહિષ્કાર ચાલુ રહેશે. તેમણે એવી પણ માગણી કરી હતી કે કોઈપણ ખાનગી કંપની ખેડૂતો પાસેથી સરકાર દ્વારા નિશ્ચિત લઘુત્તમ ટેકાના ભાવ (એમએસપી)થી નીચે ખાદ્યાન્ન ખરીદી ન શકે, કેન્દ્ર સરકાર, રાજ્ય સરકાર અને ફૂડ કોર્પોરેશન ઓફ ઈન્ડિયા સહિત બધી જ સરકારી એજન્સીઓ ખેડૂતો પાસેથી એમએસપી કરતાં નીચા દરે ખાદ્યાનની ખરીદી ન કરે અને સમગ્ર દેશમાં સ્વામીનાથન સમિતિની ફોર્મ્યુલા મુજબ જ એમએસપી નિશ્ચિત થાય તેવું એક બીલ સરકાર રજૂ કરે.   અમારી આ માગણીઓનો સ્વીકાર નહીં થાય ત્યાં સુધી ગૃહની કાર્યવાહીનો બહિષ્કાર કરવામાં આવશે.

ગૃહમાં વિપક્ષને બોલવા માટે ઓછો સમય અપાતો હોવાની આઝાદે ફરિયાદ કરી હતી. તેમણે કહ્યું હતું કે વિપક્ષને બોલવા માટે વધુ સમય આપવાની જરૂર છે. તેમણે ઉમેર્યું હતું કે, સરકાર હવે 'એક રાષ્ટ્ર, એક બજાર' ઈચ્છે છે, તેની સાથે અમને કોઈ સમસ્યા નથી. અગાઉ સરકારે કહ્યું હતું 'એક રાષ્ટ્ર એક કર' પછી કહ્યું 'એક રાષ્ટ્ર એક રેશન કાર્ડ' પરંતુ ભગવાનને ખાતર 'એક રાષ્ટ્ર એક પાર્ટી' એમ ન કહેશો.

રાજ્યસભાના અધ્યક્ષ એમ. વેંકૈયા નાયડુએ વિપક્ષને સત્રનો બહિષ્કાર કરવાના નિર્ણય પર પુન: વિચાર કરવા અને ગૃહની બિલો પર ચર્ચાની કાર્યવાહીમાં જોડાવા વિનંતી કરી હતી. બીજીબાજુ સંસદીય બાબતોના મંત્રી પ્રહ્લાદ જોશીએ જણાવ્યું હતું કે, સસ્પેન્ડ થયેલા સાંસદો પહેલાં માફી માગે તો સરકાર સસ્પેન્શન પાછું ખેંચવા અંગે વિચાર કરી શકે છે.

રાજ્યસભામાં વિપક્ષની ગેરહાજરી સાડા ત્રણ કલાકમાં સાત બિલ પસાર

રાજ્યસભાના ઈતિહાસમાં આજનો દિવસ સૌથી ઉત્પાદક દિવસોમાંનો એક રહ્યો હતો. રાજ્યસભામાં માત્ર સાડા ત્રણ કલાકના સમયમાં સાત મહત્વના બિલો પસાર થઈ ગયા હતા, જેમાં આવશ્યક ચીજવસ્તુઓની યાદીમાંથી અનાજ, કઠોળ અને ડૂંગળીને દૂર કરવા તથા ચોક્કસ ગૂના બદલ કંપનીઓને થતો દંડ રદ કરવા સહિતના બિલોનો સમાવેશ થાય છે.

દરમિયાન સાંસદોમાં કોરોના વાઈરસના પ્રસારના પગલે લોકસભાનું ચોમાસુ સત્ર આઠ દિવસ વહેલાં બુધવારે પૂરૂં થઈ જવાની સંભાવના છે. રાજ્યસભામાં અયોગ્ય વર્તનને કારણે સોમવારે આઠ સાંસદોને સસ્પેન્ડ કરવાના વિરોધમાં વિપક્ષે ગૃહની કાર્યવાહીનો બહિષ્કાર કરતાં તેમની ગેરહાજરીમાં જ આ બિલો પસાર થઈ ગયા હતા.

બિલો પસાર કરવાની ગૃહની કાર્યવાહીમાં માત્ર શસાક ભાજપ, તેના સાથી જેડીયુ અને અન્નાદ્રમુક, બીજુ જનતા દળ, વાયએસઆર કોંગ્રેસ અને ટીડીપીના પક્ષો હાજર રહ્યા હતા. આ પક્ષોએ કૃષિ બિલો સહિત વિવિધ મુદ્દાઓ પરની ચર્ચામાં ભાગ લઈને મોદી સરકારને ટેકો આપ્યો હતો.

વિપક્ષની ગેરહાજરીમાં મંગળવારે વિવાદાસ્પદ ત્રણ કૃષિ બિલોમાંનું ત્રીજું બિલ એવું એશેન્શિયલ કોમોડિટીઝ (એમેનેડમેન્ટ) બિલ સહિત સાત બિલો રાજ્યસભામાં પસાર થયા હતા. એશેન્શિયલ કોમોડિટીઝ (એમેન્ડમેન્ટ) બિલમાં અનાજ, કઠોળ, તેલીબિયાં, ખાદ્ય તેલો, ડૂંગળી અને બટાટાને આવશ્ક ચીજવસ્તુઓની યાદીમાંથી દૂર કરાયા છે અને તેના પર લાગેલી સ્ટોક હોલ્ડિંગ મર્યાદા પણ દૂર કરાઈ છે.

બીજીબાજુ લોકસભામાં પણ વિપક્ષની ગેરહાજરીમાં સરકારે ત્રણ મજૂર બિલો પસાર કરી દીધા હતા. રાજ્યસભાના આઠ સાંસદોના સસ્પેન્શન અને કૃષિ બિલોના વિરોધમાં લોકસભામાં પણ કોંગ્રેસ સહિત વિપક્ષે ગૃહની કાર્યવાહીનો બાકીના સત્ર માટે બહિષ્કાર કર્યો છે.

શ્રમ મંત્રી સંતોષ ગંગવારે જણાવ્યું હતું કે, સમગ્ર દેશમાં 50 કરોડથી વધુ કામદારોને કામના સૃથળે યોગ્ય વાતાવરણ, પગાર સલામતી અને સામાજિક સલામતી પૂરી પાડતા ત્રણ મહત્વપૂર્ણ લેબર કોડ પસાર થઈ ગયા છે, જે લોકસભા માટે ઐતિહાસિક દિવસ સમાન છે.
