વર્તમાન નાણાકીય વર્ષના એપ્રિલથી જુન એટલે કે પ્રથમ ત્રિમાસિક ગાળામાં ભારતના આર્થિક વિકાસ દરમાં થયેલા 23.90 ટકાના ઘટાડા સામે રિઝર્વ બેન્ક ઓફ ઈન્ડિયાના ભૂતપૂર્વ ગવર્નર રઘુરામ રાજને ચિંતા વ્યક્ત કરી છે અને જણાવ્યું છે કે આટલા મોટા ઘટાડાથી દરેક જણે ચેતી જવા જેવું છે.
તેમણે જણાવ્યું છે કે નોકરશાહીએ હવે આત્મસંતોષથી બહાર આવીને કેટલીક અર્થપૂર્ણ કાર્યવાહી કરવી પડશે. રાજન હાલમાં શિકાગો યુનિવર્સિટીમાં પ્રોફેસર છે. હાલના સંજોગોમાં સરકારની રાહત અથવા ટેકાના મહત્વને સમજાવતા તેમણે જણાવ્યું હતું કે અત્યાર સુધી જાહેર કરાયેલા પગલાં ઘણી જ ઓછા છે.
હાલના મુશ્કેલ સમયમાં વધારે વિચારવાન અને સક્રિય સરકારની જરૂર છે. કમનસીબે જે ધંધાકીય પ્રવૃત્તિઓ શરૂઆતમાં ઝડપથી વધી રહી હતી હવે તે ફરીથી તે મંદ પડી ગઇ છે. રાજને જણાવ્યું છે કે સરકાર હાલના સમયમાં વધારે રાહત આપવાથી એટલા માટે બચી રહી છે કારણકે ભવિષ્યમાં પ્રોત્સાહન આપવા માટે સંશાધનો બચાવી શકાય.
રાજનના મતે આ આત્મઘાતી રણનીતિ છે. આ અંગે એક ઉદાહરણ આપતા રાજને જણાવ્યું છે કે જો આપણે અર્તતંત્રને એક દર્દી તરીકે લઇએ તો દર્દીને એવા સમયે સૌથી વધારે રાહતની જરૂર હોય છે જ્યારે તે પથારી પર હોય છે અને બિમારીથી લડી રહ્યો હોય છે.
તેમણે વધુમાં જણાવ્યું છે કે રાહત કે સહાયતા વગર પરિવાર ભોજન કરી શકશે નહીં. પોતાના બાળકોને શાળામાંથી ઉઠાવી લેશે. બાળકોને કામ કરવા કે ભીખ માગવા માટે મોકલી દેશે. સોનું ગિરવે મૂકી દેશે. ઇએમઆઇ અને ભાડાની ચુકવણી કરશે નહીં.
પ્રકાશિત થયેલા અહેવાલમાં તેમણે મત વ્યકત કર્યો હતો કે, દેશના અસંગઠીત ક્ષેત્ર પર કોરોનાથી થયેલા નુકસાનને ધ્યાનમાં લેવામાં આવે તો જીડીપીના ઘટાડાનો આંક આનાથી પણ અતિ ગંભીર જોવા મળ્યો હોત.
હાલમાં જ જાહેર થયેલા જીડીપીના ત્રિમાસિક ગાળાના આંક આપણા દરેક માટે ચિંતાનો વિષય છે. કોરોનાની સૌથી વધુ અસરવાળા દેશ ઈટાલી તથા અમેરિકાના આર્થિક વિકાસ દરમાં અનુક્રમે 12.40 ટકા તથા 9.50 ટકાનો ઘટાડો જોવાયો છે જ્યારે તેની સરખામણીએ ભારતમાં આ દર 23.90 ટકા રહ્યો છે.
ભારતમાં કોરોનાવાઈરસનો ફેલાવો હજુ નિયંત્રણમાં આવ્યો નથી, માટે અહીં મોજશોખ પાછળના ખર્ચ ખાસ કરીને રેસ્ટોરાંને લગતા ખર્ચ હજુપણ નીચા જોવા મળી રહ્યા છે અને વાઈરસ નિયંત્રણમાં નહીં આવે ત્યાંસુધી નીચા જ રહેશે.
આવી સ્થિતિમાં સરકાર તરફથી રાહત ઘણી જ જરૂરી બની રહે છે. ગરીબોમાં મફતમાં અનાજ તથા નાના તથા મધ્યમ ઉપક્રમોને ધિરાણ માટે બેન્કોને ગેરન્ટી જેવા પગલાં હજુ ઘણા જ ઓછા હોવાનો રાજને મત વ્યકત કર્યો છે.
રાહતો પૂરી પાડવામાં સરકાર ધીમી ગતિએ આગળ વધી રહી છે કારણ કે તે ભવિષ્યના શકય સ્ટિમ્યુલ્સ માટે સ્રોતો જાળવી રાખવા માગે છે. સરકાર તથા જાહેર ક્ષેત્રના ઉપક્રમોએ તેમના બિલો જલદીથી ચૂકતે કરવા જોઈએ જેથી બજારમાં લિક્વિડિટીમાં વધારો થઈ શકે. એમ તેમણે સૂચન કર્યું હતું.
મોદી સરકારને રાજનના પાંચ સૂચનો
રાજને જણાવ્યું છે કે જો અસંગઠિત ક્ષેત્રને થયેલી અસરને ધ્યાનમાં લેવામાં આવે તો દેશના આિર્થક વિકાસમાં વધારે ઘટાડો જોવા મળે. તેમણે દેશના આૃર્થતંત્રનો વિકાસ વધારવા માટે પાંચ સૂચનો કર્યા છે.
મોટી કંપનીઓએ નાની કંપનીઓને મદદ કરવી જોઇએ
ખાનગી સેક્ટર પાસે હાથમાં વધારે મૂડી હોવાથી રઘુરામ રાજનના મતે મોટી કંપનીઓએ ખાનગી કંપનીઓને મદદ કરવી જોઇઅ જેથી કરીને નાની કંપનીઓ પોતાના પગ પર ઉભી રહી શકે.
સરકારે યોગ્ય જગ્યાએ ખર્ચ કરવો પડશે
ભારતીય આૃર્થતંત્રને મંદીમાંથી બહાર લાવવા માટે સરકારે યોગ્ય જગ્યાએ ખર્ચ કરવો પડશે. જે ગરીબ લોકોેને મનરેગાનો લાભ મળતો નથી તેમના ખાતામાં સરકારે સીધા નાણા જમા કરાવવા જોઇએ.
બોન્ડ માર્કેટની ચિંતા કર્યા વગર વધારે નાણાં ઉછીના લો
રઘુરામ રાજને જણાવ્યું છે કે ભારત સરકારે બોન્ડ માર્કેટની ચિંતા કર્યા વગર વધારે નાણાં ઉછીના લેવા જોઇએ.
સરકારે પીએસયુ કંપનીના શેર વેચવા જોઇએ
હાથ પર વધારે નાણાં રાખવા માટે સરકારે પોતાની પીએસયુ કંપનીના શેર વેચવા જોઇએ. ઘણી પીએસયુ કંપનીઓ એવી છે જેમની પાસે અનામત રકમ પડેલી છે.
સરકારે સ્ટીમ્યુલસ કે રિફોર્મ્સની જાહેરાત કરવી જોઇએ
સરકારે બાંધકામ જેવા સેક્ટર માટે સ્ટીમ્યુલસની જાહેરાત કરવી જોઇએ કારણકે તેનાથી અનેક નોકરીઓનું સર્જન થશે અને તેની સાથે સંકળાયેલા સિમેન્ટ અને સ્ટીલ જેવા સેક્ટરમાં માગ વધશે.
આરબીઆઇ દ્વારા નિમાયેલ
કામથ સમિતિએ લોન રિસ્ટ્રકચર માટે 26 સેક્ટરની પસંદગી કરી
ધિરાણકર્તાએ આ સેક્ટરની કંપનીઓને લોન આપતી વખતે પાંચ નાણાકીય માપદંડોને ધ્યાનમાં લેવા પડશે

કેવી કામથ સમિતિએ લોન રિસ્ટ્રકચર માટે 26 સેક્ટરની પસંદગી કરી છે. કોરોનાને કારણે થયેલા આિર્થક નુકસાનની સમીક્ષા કરીને સમિતિએ 26 સેકટરની પસંદગી કરી છે. આ 26 સેક્ટરમાં પાવર, કન્ટ્રકશન, આયર્ન અને સ્ટીલ, રોડ, રિયલ એસ્ટેટ, હોલસેલ ટ્રેડિંગ, ટેક્સટાઇલ, કન્ઝયુમર ડયુરેબલ, એવિએશન, લોજિસ્ટિક, હોટેલ, રેસ્ટોરન્ટ અને ટુરિઝમ, માઇનિંગનો પણ સમાવેશ થાય છે.
જો કે િધરાણકર્તાઓએ આ સેક્ટરની કંપનીઓને િધરાણ કરતી વખતે પાંચ નાણાકીય માપદંડો ધ્યાનમાં લેવા પડશે. આ પાંચ નાણાકીય માપદંડોમાં ટોટલ આઉટસાઇડ લાયબિલિટી (ટીઓએલ), એડજસ્ટેડ ટેન્જિબલ નેટ વર્થ(એટીએનડબ્લ્યુ), કુલ દેવું, ડેબ્ટ સર્વિસ કવરેજ રેશિયો (ડીએસસીઆર) અને સરેરાશ ડીએસસીઆરનો સમાવેશ થાય છ. ઇન્ડિયા રેટિંગ્સના અંદાજ મુજબ માર્ચ, 2020ના અંતે બેંકની કુલ ક્રેડિટના 7.7 ટકા(8.4 લાખ કરોડ)નું કોવિડ રેઝોલ્યુશન ફ્રેમવર્ક હેઠળ રિસ્ટ્રકચર કરવાની જરૂર છે.
ઉલ્લેખનીય છે કે કોરોના મહામારીને કારણે લોન રિસ્ટ્રકચર કરવા માટેના નાણાકીય માપદંડો અંગે ભલામણ કરવા માટે આરબીઆઇએ આઇસીઆઇસીઆઇ બેંકના પૂર્વ સીઇઓ કેવી કામથના નેતૃત્ત્વમાં પાંચ સભ્યોની સમિતિની રચના કરી હતી.
સમિતિના અન્ય ચાર સભ્યો તરીકે એસબીઆઇના પૂર્વ એક્ઝિકયૂટીવ દિવાકર ગુપ્તા, કેનેરા બેંકના ચેરમેન ટી એન મનોહરન, કન્સલટન્ટ અશ્વિન પારેખ અને ઇન્ડિયન બેંક એસોસિએશન(આઇબીએ)ના સીઇઓ સુનિલ મહેતાનો સમાવેશ થાય છે.

ભારતે 7500 કિલોમીટરની ઝડપે પ્રહાર કરી શકતી મિસાઈલ ટેકનોલોજીનું પરીક્ષણ કર્યું

ભારતે આજે હાયપરસોનિક ટેકનોલોજી ડેમોન્સ્ટ્રેશન વ્હિકલ (એચટીડીવી)નું સફળ પરીક્ષણ કર્યંત હતું. કોઈ વાહન અવાજની ઝડપ (કલાકના 1238 કિલોમીટર) કરતાં પાંચ ગણી વધારે ઝડપે પ્રવાસ કરે તો તેને હાઈપરસોનિક સ્પીડ કહેવામાં આવે છે.
ભારતના એચટીડીવીએ પરીક્ષણ દરમિયાન અવાજ કરતા છ ગણી વધારે એટલે કે અંદાજે 7500 કિલોમીટર પ્રતિકલાકની ઝડપ હાંસલ કરી હતી. હાઈપરસોનિક સ્પીડ ધરાવતા જગતના ચાર દેશોમાં ભારતનો સમાવેશ થયો છે. અગાઉ મિસાઈલ્સ માટે અમેરિકા, રશિયા અને ચીન હાઈપરસોનિક સ્પીડ હાંસલ કરી ચૂક્યા છે.
આ ટેકનોલોજી ભારતના ડિફેન્સ રિસર્ચ એન્ડ ડેવલપમેન્ટ ઓર્ગેનાઈઝેશન (ડીઆરડીઓ) દ્વારા તૈયાર કરવામાં આવી હતી. અત્યારે માત્ર હાઈપરસોનિક વ્હિકલનું પરીક્ષણ થયું છે, હવે એ વ્હિકલમાં સવાર થઈ શકે એવું મિસાઈલ પણ તૈયાર થઈ શકશે. ભારત એ પછી હાઈપરસોનિક મિસાઈલ તૈયાર કરી શકશે.
કલાકના 7500 કિલોમીટરની ઝડપે ધારો કે દિલ્હીથી પ્રહાર કરવામાં આવે તો ચીનના પાટનગર બિજીંગ પહોંચતા માંડ 30 મિનિટ અને પાકિસ્તાનના પાટનગર ઈસ્લામાબાદ પહોંચતા 10 મિનિટ થાય. નિષ્ણાતોના કહેવા પ્રમાણે ટેકનોલોજીમાં સફળતા મળ્યાં પછી ભારત આગામી પાંચ વર્ષમાં હાઈપરસોનિક મિસાઈલ તૈયાર કરી શકે છે.
આ સફળતા સાથે હાઈપરસોનિક ઝડપે આકાશમાં મેનુવરિંગ (આમ-તેમ વળાંક વળવા), સ્ક્રેમજેટ એન્જિન ટેકનોલોજી, બળતણની ક્ષમતા, વ્હિકલની દિશા અને ક્ષમતા વગેરે પ્રકારના માપદંડો પણ માપવામાં આવ્યા હતા અને એ બધામાં સફળતા મળી હતી. વિવિધ રેડાર દ્વારા આ એચટીડીવીનું ટ્રેકિંગ કરવામાં આવ્યું હતું.
આ પરીક્ષણ લગભગ પાંચેક મિનિટ ચાલ્યું હતું. ડીઆરડીઓ દ્વારા ઓડિશાના અબ્દુલ કલામ ટાપુ પર સવારે એચટીડીવીનું પરીક્ષણ કર્યું હતું. વ્હિકલના પરીક્ષણ માટે અગ્નિ મિસાઈલના બુસ્ટરનો ઉપયોગ કરવામાં આવ્યો હતો. આ સફળતા પછી વડા પ્રધાન, સંરક્ષણ મંત્રી વગેરેએ ડીઆરડીઓને અભિનંદન આપ્યા હતા. સંરક્ષણ મંત્રીએ આ સિદ્ધિને આત્મનિર્ભર ભારતની આગેકૂચ ગણાવી હતી.
હાઈપરસોનિક મિસાઈલ : અદૃશ્ય ઓઝાર
અમેરિકા, રશિયા અને ચીન ત્રણેય પોતપોતાની રીતે એવા દાવા કરી ચૂક્યા છે કે તેમની પાસે હાઈપરસોનિક મિસાઈલો છે. પણ આ હથિયારો ચીંથરે ઢાંક્યા રતન જેવા છે, તેમને સામાન્ય રીતે અદૃશ્ય રાખવામાં આવે છે. ડિસેમ્બર 2019માં રશિયાએ દાવો કર્યો હતો કે અમે જગતનું પ્રથમ હાઈપરસોનિક મિસાઈલ તૈયાર કરી લીધું છે અને તેની ઝડપ કલાકના 11 હજાર કિલોમીટર છે. એ દાવા વખતે પુતિને કહ્યું હતું કે અમેરિકાને અમે પાછળ રાખી દીધું છે. બીજી તરફ હમણાં જુલાઈ-2020માં જ અમેરિકાએ કલાકના 21 હજાર કિલોમીટરની અસાધારણ ઝડપે પ્રહાર કરી શકતા હાઈપરસોનિક મિસાઈલનું પરીક્ષણ કર્યાના અહેવાલ આવ્યા હતા. ચીન પણ અગાઉ આ ટેકનોલોજીનું પરીક્ષણ કરી ચૂક્યું છે, પરંતુ કોઈ દેશ તેની વધારે વિગતો જાહેર કરતો નથી.
