ભારત અને ચીન વચ્ચે લદ્દાખ સરહદે ભારે તણાવપૂર્ણ સિૃથતિ છે ત્યારે મોસ્કોમાં બંને દેશના સંરક્ષણ મંત્રીઓ વચ્ચે સૌપ્રથમ વખત બેઠક યોજાઈ હતી. ચીને શાંતિપૂર્ણ વાટાઘાટો માટે બેઠક યોજવા સંરક્ષણ મંત્રી રાજનાથને મળવા વિનંતી કરી હતી.

જોકે, છેલ્લા ચાર મહિનામાં અનેક વખત ચીને શાંતિની વાટાઘાટો વચ્ચે સરહદ પર અવળચંડાઈ કરવાનું ચાલુ રાખ્યું છે. એ જ રીતે ચીનના સૈનિકોએ અરૂણાચલ પ્રદેશમાંથી પાંચ ભારતીય નાગરિકોના અપહરણ કર્યા હોવાની ઘટના સામે આવી છે.

અરૂણાચલ પ્રદેશના કોંગ્રેસના ધારાસભ્ય નિનૉન્ગ એરિંગે એક ટ્વીટ દાવો કર્યો છે કે ચીનના સૈનિકોએ અરૂણાચલ પ્રદેશના અપર સુબનસિરી જિલ્લાના રહેવાસી પાંચ ભારતીય નાગરિકોના સરહદ પાસેથી અપહરણ કર્યા છે. એક વરિષ્ઠ અિધકારીએ જણાવ્યું હતું કે, ચીન-ભારત સરહદ નજીક અપર સુબનસિરી જિલ્લામાં જંગલમાં શિકાર કરવા ગયેલા પાંચ લોકોના ચીનના સૈનિકોએ અપહરણ કર્યા હોવાનો તેમના પરિવારે દાવો કર્યો હતો.

આ જિલ્લાના નાચો વિસ્તારમાં શુક્રવારે આ ઘટના બની હતી. શિકાર કરવા ગયેલા એક જૂથમાંથી બે લોકો ભાગી આવતાં આ ઘટના બહાર આવી હતી. એસપી તારૂ ગુસારે જણાવ્યુ ંહતું કે, આ અહેવાલો સામે આવતાં જ તેમણે નાચો પોલીસ સ્ટેશનના ઈન-ચાર્જને ઘટનાની સત્યતા ચકાસવા મોકલ્યા છે. જોકે, તેમનો રિપોર્ટ રવિવાર સુધીમાં આવશે.

કિથત રીતે અપહરણ કરાયેલા લોકોમાં તોચ સિંગકામ, પ્રસાત રિંગલિંગ, દોન્ગતુ એબિયા, તનુ બાકેર અને નગારૂ દિરિનો સમાવેશ થાય છે. એરિંગે ટ્વીટમાં એમ પણ જણાવ્યું હતું કે થોડાક મહિના પહેલાં પણ આ જ પ્રકારની ઘટના ઘટી હતી. ચીનની સેનાને જવાબ આપવો જ જોઈએ. તેમણે જણાવ્યું હતું કે, સંરક્ષણ મંત્રી રાજનાથ સિંહ રશિયા અને ચીનના સંરક્ષણ મંત્રીઓ સાથે બેઠક યોજી રહ્યા હતા તેવા જ સમયે આ ઘટના બની છે.

અરૂણાચલ પ્રદેશમાં ચીનની પીપલ્સ લિબરેશન આર્મી (પીએલએ)ની આ કાર્યવાહી ખૂબ જ ખોટા સંદેશ મોકલી રહી છે. માર્ચ મહિનામાં પણ મેકમોહન લાઈન નજીક અસાપિલા સેક્ટરમાંથી ચીનના સૈનિકોએ એક યુવાનનું અપહરણ કર્યું હતું જ્યારે બે મિત્રો ભાગી છૂટયા હતા. 19 દિવસ સુધી બંધક બનાવી રાખ્યા પછી સૈનિકોએ તેને છોડી મૂક્યો હતો તેમ તેના પરિવારજનોએ કહ્યું હતું.

બીજી તરફ ભારતીય સૈન્ય તરફથી જણાવાયા મુજબ ત્રીજી સપ્ટેમ્બરે ઉત્તરીય સિક્કિમમાં એક મહિલા અને બે પુરૂષ એમ ત્રણ ચીની નાગરિકો શૂન્ય ડિગ્રી તાપમાન દરમિયાન મુશ્કેલીમાં મુકાઈ ગયા હતા.

અંદાજે 17,500 ફૂટની ઊંચાઈ પર ઉત્તરીય સિક્કિમના પઠાર ક્ષેત્રમાં ત્રણેય ચીની નાગરિકો રસ્તો ભૂલી ગયા હતા. ત્યારે ભારતીય જવાનોએ તેમને મદદ કરી હતી. ચીનના નાગરિકોને મુશ્કેલીમાં મુકાયેલા જોઈને ભારતીય જવાનો તુરંત મદદ માટે પહોંચી ગયા હતા.

ભારતીય સૈન્યે એક નિવેદનમાં જણાવ્યું હતું કે, શૂન્ય ડિગ્રી કરતાં પણ ઓછા તાપમાનના કારણે બધાના જીવ જોકમમાં મુકાઈ ગયા હતા, પરંતુ ભારતીય સૈન્યના જવાનોએ તેમને બચાવવા માટે ઓક્સીજન, ભોજન અને ગરમ કપડાં સહિત તબીબી સહાયતા પૂરી પાડી હતી. અને અત્યંત મુશ્કેલ વાતાવરણમાં તેમનો જીવ બચાવ્યો હતો.

એટલું જ નહીં, ભારતીય જવાનોએ તેમને તેમના ગંતવ્ય સૃથળ સુધી પહોંચવા માટે યોગ્ય રસ્તા અંગે પણ માહતી આપી હતી. ત્યાર પછી તેઓ ચીનની સરહદમાં પાછા જતા રહ્યા હતા. ચીની નાગરિકોએ તેમની ત્વરિત મદદ માટે ભારત અને ભારતીય સૈન્યનો આભાર વ્યક્ત કર્યો હતો. ચીને પૂર્વીય લદ્દાખમાં વાસ્તવિક અંકુશ રેખા (એલએસી) પર તેનું આક્રમક વલણ હજુ પણ ઓછું નથી કર્યું તેવા સમયે ભારતીય સૈન્યે આ માનવતાપૂર્ણ અભિગમ દર્શાવ્યો છે.

છેલ્લા ચાર મહિનાથી ભારત અને ચીન વચ્ચે સિૃથતિ તણાવપૂર્ણ બની છે. 15મી જૂને ગલવાન ઘાટીમાં બંને પક્ષો વચ્ચે ભારે હિંસક આૃથડામણ થઈ હતી, જેમાં 20 ભારતીય જવાનો શહીદ થયા પછી સિૃથતિ વધુ તણાવપૂર્ણ થઈ હતી. આ આૃથડામણમાં ચીનના સૈનિકો પણ માર્યા ગયા હતા, પરંતુ તેમણે શહિદ જવાનોનો આંકડો જાહેર નથી કર્યો. ચીને એક સપ્તાહ પહેલાં જ પેંગોંગ સરોવરની દક્ષિણે ફરી એક વખત ભારતીય પ્રદેશો પર કબજો કરવાનો પ્રયાસ કર્યા પછી તણાવપૂર્ણ સિૃથતિ વધુ કથળી છે.

સંરક્ષણ મંત્રી રાજનાથ સિંહ શાંઘાઈ કો-ઓપરેશન ઓર્ગેનાઈઝેશન (એસસીઓ)ની બેઠક માટે રશિયાના પ્રવાસે છે. આજે તેમની મુલાકાત ચીનના સંરક્ષણ મંત્રી વાઈ ફેંગ સાથે થઈ હતી. આ મીટિંગ માટે ચીની સંરક્ષણ મંત્રીએ જ વિનંતી કરી હતી. મે મહિનાથી ચાલી રહેલા ભારત-ચીન સંઘર્ષ પછી બન્ને દેશના નેતાઓ વચ્ચે આ પ્રથમ ઊચ્ચ કક્ષાની મીટિંગ હતી.

એ દરમિયાન રાજનાથ સિંહે ચીને પીછેહટ કરવી જ પડશે એવો સંદેશો ભારપૂર્વક ચીનને આપ્યો હતો. મીટિંગ દરમિયાન રાજનાથ સિંહના આક્રમક હાવભાવ ધરાવતી તસવીરો સામે આવી હતી. સોશિયલ મીડિયામાં આ તસવીરો ચર્ચાસ્પદ બની હતી અને ચીનને સ્પષ્ટ શબ્દોમાં કહેવા બદલ રાજનાથ સિંહની પ્રસંશા થઈ હતી.

એ પહેલા રાજનાથ સિંહે એસસીઓ અને અન્ય સુરક્ષા સમિતિઓની બેઠક સંબોધી હતી. એ દરમિયાન ચીની વિદેશ મંત્રી વાઈ ફેંગની હાજરીમાં જ રાજનાથ સિંહે ચીનને કેટલાક મેણા માર્યાં હતા. રાજનાથ સિંહે કહ્યું હતું કે શાંતિ સ્થાપવી હોય તો પહેલા વિશ્વાસનું વાતાવરણ ઉભું કરવું જોઈએ. તેમણે પાકિસ્તાન પ્રેરિત આતંકવાદની પણ ટીકા કરી હતી.

એસસીઓએ એ એશિયા અને યુરોપના દેશોનું સંયુક્ત સંગઠન છે અને ચીનના શાંઘાઈમાં 2001માં સ્થાપના થઈ હોવાથી તેના નામે ઓળખાય છે. તેની બેઠકમાં એસસીઓના આઠ સભ્ય દેશો અને અન્ય ઓબ્ઝર્વર રાષ્ટ્રો મળી રહ્યાં છે.

ભારત અને ચીન વચ્ચે ચાર મહિનાથી સંઘર્ષ ચાલી રહ્યો છે. એ પછી પહેલી વખત બન્ને દેશના ટોચના નેતા અહીં સામ-સામે આવ્યા છે. રાજનાથ સિંહે ફેંગની મોજુદગીમાં જ કહ્યું હતુ કે યુરેશિયામાં વિશ્વાસના વાતાવરણની જરૂર છે અને ખોટી આક્રમતાનો કોઈ અર્થ નથી.

એ જાણીતી વાત છે કે ચીન સાથેનો સંઘર્ષ માત્રને માત્ર ચીનની આક્રમકતાને કારણે જ ઉભો થયો છે. બીજા વિશ્વયુદ્ધની પૂર્ણાહુતીને 75મુ વર્ષ થયું છે. આ અંગે રાજનાથ સિંહે કહ્યું હતું કે યુદ્ધ વખતે સર્વનાશ થયો હતો એ આપણે જાણીએ છીએ. માટે તેમાંથી શાંતિથી રહેવાની શીખ મેળવવી જોઈએ.

એસસીઓના સભ્ય દેશો ભેગા થાય તો વિશ્વની 40 ટકા વસ્તી તેમાં આવી જાય છે. માટે આ દેશોએ મળીને વિશ્વશાંતિ માટે પહેલ કરવી જોઈએ અને આંતરરાષ્ટ્રીય કાયદાનું પાલન કરવું જોઈએ તેવુ સંરક્ષણ મંત્રીએ નામ લીધા વગર ચીની સંરક્ષણ મંત્રીની હાજરીમાં જ કહ્યું હતું.

બીજા વિશ્વયુદ્ધના વિજયની યાદમાં રશિયાએ લશ્કરી સ્મારક અને સંગ્રહાલય તૈયાર કર્યું છે. કેથેડ્રલ ઓફ આર્મડ ફોર્સિસ નામના આ કિલ્લાની પણ રાજનાથ સિંહે બેઠક પહેલા મુલાકાત લીધી હતી. હજુ જૂન મહિનામાં જ આ કેથેડ્રલ ખુલ્લો મુકવામાં આવ્યો છે.

ભારતે રશિયા પાસેથી પોણા આઠ લાખ નંગ એકે-47-200 રાઈફલ ખરીદવાનું નક્કી કર્યું છે. જગવિખ્યાત એકે-47 રાઈફલનું એ આધુનિક વર્ઝન છે. આ રાઈફલ 1 મિનિટમાં 600 રાઉન્ડ ફાયર કરી શકે છે. એક રાઈફલની અંદાજિત કિંમત 80 હજાર રૂપિયા છે. સાત લાખ પૈકી એક લાખ આયાત થશે, જ્યારે બાકીની છ લાખ ભારતમાં બનશે. વર્ષોથી વપરાતી ઇન્સાસ રાઈફલનું સ્થાન આ નવી રાઈફલો લેશે.

રશિયા પાકિસ્તાનને શસ્ત્રો નહીં વેચે

રશિયાએ આજે ભારતને ખાતરી આપી હતી કે તેઓ પાકિસ્તાનને કોઈ હથિયાર વેચશે નહીં. સંરક્ષણ મંત્રી રાજનાથસિંહ રશિયાના પ્રવાસે છે. ભારત અને રશિયા વચ્ચે સંરક્ષણના વિવિધ કરાર થઈ રહ્યા છે. એ દરમિયાન આ કરાર પણ થયો હતો. ભારત રશિયા પાસેથી દાયકાઓથી હથિયારો ખરીદે છે. એટલે ભારતના હિતો જાળવવા માટે રશિયાએ આ ખાતરી આપી હતી. સામાન્ય રીતે સંરક્ષણના સોદામાં એક દેશને જે હથિયાર કે સામગ્રી વેચવામાં આવે એ તેના દુશ્મન દેશને વેચવામાં નથી આવતી.

સુશાંતસિંહ રાજપૂત કેસમાં સૌથી મોટી કાર્યવાહી, રિયા ચક્રવર્તીના ઘરે NCBના દરોડાં

અભિનેતા સુશાંતસિંહ રાજપૂતનાં મોત કેસમાં ડ્રગ્સનો એંગલ સામે આવ્યા બાદ નાર્કોટિક્સ કંટ્રોલ બ્યૂરોની ટીમ આ કેસમાં અનેક લોકોની ધરપકડ કરી ચૂકી છે.

હવે સમાચાર આવ્યા છે કે, NCBની ટીમે શુક્રવારે સવારે રિયા ચક્રવર્તીના સાંતાક્રૂઝ સ્થિત ફ્લેટ પર પહોંચી છે. અહીં ટીમ શૌવિક ચક્રવર્તીના ડ્રગ્સ કનેક્શન અંગે સર્ચ ઑપરેશ ચલાવી રહી છે.

આ મામલે એક અધિકારીએ જણાવ્યું હતું કે, અમે ફક્ત એક પ્રક્રિયા હોય છે તેને પૂરી કરી રહ્યા છીએ. આ માટે રિયા અને સૈમ્યુઅલના ઘરે તપાસ કરવામાં આવી રહી છે.

નોંધનીય છે કે સુશાંતસિંહ રાજપૂત કેસમાં નાર્કોટિક્સ કંટ્રોલ બ્યૂરો (NCB)ની ટીમ અત્યાર સુધીની સૌથી મોટી કાર્યવાહી કરી રહી છે. રિયા ચક્રવર્તીના ભાઈ શૌવિક ચક્રવર્તીના ડ્રગ્સ સપ્લાયર સાથેના સંબંધનો ખુલાસો થયા બાદ એનસીબીની ટીમ શુક્રવારે સવારે રિયા ચક્રવર્તીના અને સૈમ્યુઅલ મિરાન્ડાના ઘરે એક સાથે તપાસ માટે પહોંચી છે.
