ચીફ ઓફ ડિફેન્સ સ્ટાફ (સીડીએસ) જનરલ રાવતે ચીન સરહદે તૈનાત સૈન્યની ત્રણેય પાંખને વધુ એલર્ટ રહેવા સૂચના આપી છે. લદ્દાખ સહિતની ચીન સરહદે સ્થિતિ પાંચેક મહિનાથી ગંભીર છે અને વધુને વધુ ગંભીર થતી જાય છે.

અત્યારે વાતાવરણ શાંત છે પણ એ શાંતિ યુદ્ધ પહેલાની હોય એવુ નિષ્ણાતો માને છે. માટે જનરલ રાવતે સૈન્યની ત્રણેય પાંખને તમામ પિસટાઈમ એક્ટિવિટિ (શાંતિ સમયની કાર્યવાહી) પડતી મુકી માત્ર ગમે તે સ્થિતિ માટે તૈયાર રહેવા જણાવ્યું છે. લદ્દાખમાં ભારત-ચીન વચ્ચે સંઘર્ષના વિવિધ કેન્દ્રો છે. તેમાં એક મોટું કેન્દ્ર પેંગોગ સરોવર છે.

પેંગોગના કાંઠે ભારતીય નૌકાદળના બાહોશ મરિન કમાન્ડો (માર્કોસ) તૈનાત કરવાની તૈયારી ચાલે છે. માર્કોસની ગણતરી જગતના સર્વોત્તમ કમાન્ડોમાં થાય છે. સ્પેશિયલ ફોર્સના કમાન્ડો તો પહેલેથી જ લદ્દાખ સરહદે તૈનાત છે જ. જે રીતે ચીને લાંબો સમય સૈનિકો ખડકી રાખવાની તૈયારી કરી છે, એવી તૈયારી ભારતે પણ કરી છે.

ભારતે 13થી 18 હજાર ફીટની ઊંચાઈ પર તૈનાત જવાનો માટે માઈનસ ડીગ્રીમાં ટકી શકે એવા પોશાક અને તંબુ સહિતની સામગ્રીની વ્યવસ્થા શરૂ કરી દીધી છે. પરદેશથી પણ પોશાક-તંબુ મંગાવાઈ રહ્યા છે. તેનો કેટલોક જથ્થો આવી ગયો છે અને છેલ્લો સ્ટોક નવેમ્બરમાં આવશે.

ભારતે થોડા સમય પહેલા જ સૈન્યની ત્રણેય પાંખો વચ્ચે સંકલન સાધવા અને સંરક્ષણ મંત્રાલય વચ્ચે કડી બનવા માટે ચીફ ઓફ ડિફેન્સ સ્ટાફની પોસ્ટ ઉભી કરી હતી. જનરલ રાવત ભારતના પ્રથમ સીડીએસ છે. તેમની કામગીરી જ સૈન્યની ત્રણેય પાંખોને એક કરી કટોકટીના સંજોગમાં મજબૂત બનાવાનું છે. લદ્દાખથી અરૂઆચલ સરહદ ઉપરાંત આંદમાન સહિતના સમુદ્રી વિસ્તારોમાં પણ ભારતે સતર્કતા વધારી દીધી છે.

ભારત અને અમેરિકા વચ્ચે ટુ પ્લસ ટુ ડાઈલોગ સિરિઝની ત્રીજી વાટાઘાટો આજે શરૂ થઈ હતી. ટુ પ્લસ ટુ એટલે કે અમેરિકાના બે મંત્રાલય અને ભારતના બે મંત્રાલયો વચ્ચે વાટાઘાટો.

આ વાટાઘાટોમાં ભાગ લેવા અમેરિકી વિદેશ મંત્રી માઈક પોમ્પિયો અને સંરક્ષણ મંત્રી માર્ક એસ્પર આજે ભારત આવી પહોંચ્યા હતા. તેમની આજે પહેલા દિવસે સંરક્ષણ મંત્રી રાજનાથ સિંહ અને વિદેશ મંત્રી જયશંકર સાથે મુલાકાત થઈ હતી. બન્ને દેશો વચ્ચે લશ્કરી દૃષ્ટિએ મહત્ત્વનો 'ધ બેેઝિક એક્સચેન્જ એન્ડ કોઓપરેશન એગ્રીમેન્ટ (બીઈસીએ)' કરાર થયો હતો.

આ કરાર હેઠળ બન્ને દેશો વચ્ચે લશ્કરી માહિતીની આપ-લે થઈ શકશે. તેમાં સૌથી મહત્ત્વની વાત એ છે કે જરૂર પડયે બન્ને દેશો એકબીજાના લશ્કરી ઉપગ્રહોની માહિતી-તસવીરો પણ એકબીજાને પુરી પાડશે. ચીન સામે લડવા માટે આ કરાર અતિ મહત્ત્વપૂર્ણ ગણાય છે.

બન્ને દેશના સંરક્ષણ મંત્રી અને વિદેશ મંત્રી વચ્ચે અલગ અલગ મુલાકાતો થઈ હતી. સંરક્ષણ મુલાકાત દરમિયાન દ્વિપક્ષીય કરાર ઉપરાંત સરહદે ચીનની સ્થિતિ અંગે પણ ચર્ચા કરાઈ હતી. જયશંકર અને પોમ્પિયોની વિદેશ મંત્રાલય હેઠળની મુલાકાતમાં બન્ને દેશોના સમાન હિતોની અને અટકેલા પ્રોજેક્ટની ચર્ચા કરવામાં આવી હતી.

અમેરિકી વિદેશ મંત્રી પોમ્પિયો પહેલેથી જ ચીનના ટીકાકાર રહ્યા છે. ભારત અને અમેરિકા વચ્ચે 2018થી આ પ્રકારે ટુ-પ્લસ-ટુ પ્રકારનો વાર્તાલાપ શરૂ થયો છે. આ બેઠક દર વર્ષે ેયોજાય છે. આ વખતની બેઠક સિરિઝમાં ત્રીજી છે. ભારત અને અમેરિકા માટે ચીન દુશ્મન જ છે.

માટે બન્ને દેશો મળીને કામગીરી કરે તો ચીન સામેની લડત સરળ બની શકે. આ બેઠક પછી ચારેય મંત્રીઓએ સંતોષ વ્યક્ત કર્યો હતો. વધુમાં મલબાર લશ્કરી કવાયતમાં ભારત-અમેરિકા-જાપાન ઉપરાંત ઑસ્ટ્રેલિયાને સમાવિષ્ઠ કરવાનો નિર્ણય પણ પોમ્પિયોએે આવકાર્યો હતો.

ચીને કોરોનાકાળમાં ભારતની ભૂમિ પર કબજો જમાવ્યો છે. ચીનની વિસ્તારવાદી નીતિની આખી દુનિયા સાક્ષી છે. ભારતે ચીનનો સામનો કરવો હશે તો લશ્કરી દૃષ્ટિએ તેના કરતાં વધુ શક્તિશાળી થવું પડશે તેમ રાષ્ટ્રીય સ્વયંસેવક સંઘ (આરએસએસ)ના પ્રમુખ મોહન ભાગવતે રવિવારે જણાવ્યું હતું.

વડાપ્રધાન મોદીના ચીને ભારતની જમીન પર કબજો નથી જમાવ્યો તેવા નિવેદનથી વિપરિત સંઘ પ્રમુખના આ નિવેદનથી વિવાદ સર્જાવાની સંભાવના છે. ભાગવતના નિવેદન બાદ તુરંત પ્રતિક્રિયા આપતાં કોંગ્રેસના નેતા રાહુલ ગાંધીએ કહ્યું હતું કે, મોહન ભાગવત હકીકત જાણે છે, પરંતુ માત્ર તેનો સામનો કરતાં ગભરાય છે.

સંઘની વાર્ષિક વિજયાદશમીની રેલીને સંબોધન કરતાં મોહન ભાગવતે જણાવ્યું હતું કે, ચીનના ઘૂસણખોરીના પ્રયાસનો ભારતે જે જડબાતોડ જવાબ આપ્યો તેનાથી તે ડઘાઈ ગયું છે. જોકે, ચીનનો સામનો કરવા માટે ભારતે તેની સૈન્યશક્તિ હજુ પણ વધારવાની જરૂર છે. કોરોનાની માર્ગદર્શિકાના કારણે સંઘના આ ઈનડોર કાર્યક્રમમાં માત્ર 50 સ્વયંસેવકોએ વ્યક્તિગત રૂપે હાજરી આપી હતી.

જોકે, ઓનલાઈન પર હજારો સ્વયંસેવકો અને દેશવાસીઓએ સંઘ પ્રમુખનું સંબોધન સાંભળ્યું હતું. સંઘ પ્રમુખે તેમના સંબોધનમાં રામ મંદિર, સીએએ, કોરોના સંકટ, ચીન સાથે વિવાદ, નવી શિક્ષણ નીતિ, નવા કૃષિ કાયદા, પારિવારિક ચર્ચાના મહત્વ અને સ્વદેશી નીતિ હેઠળ 'વોકલ ફોર લોકલ'ના મુદ્દે ખૂલીને વાત કરી હતી.

તેમણે જણાવ્યું હતું કે, સમગ્ર દુનિયા ચીનની વિસ્તારવાદી નીતિનું સાક્ષી રહ્યું છે. ચીને તેની લશ્કરીશક્તિના મદમાં આવીને કોરોનાકાળમાં માત્ર ભારત સાથે નહીં પરંતુ તાઈવાન, વિયેતનામ, જાપાન, અમેરિકા જેવા દેશો સાથે પણ સંઘર્ષમાં ઉતર્યું છે.

જોકે, ભારત સહિત અનેક દેશો તેની સામે મજબૂતીથી ઊભા થઈ ગયા છે. ચીનના ઘૂસણખોરીના પ્રયાસ સામે ભારત જે તાકતથી ઊભું રહ્યું છે તેનાથી ચીન પરેશાન થઈ ગયું છે. આપણા પ્રદેશો પર કબજો જમાવવાના ચીનના પ્રયાસો સામે આપણા સલામતી દળો, સરકાર અને લોકોએ ત્વરિત પ્રતિભાવ આપ્યો.

ચીન હવે કેવો પ્રતિસાદ આપશે તે ખ્યાલ નથી. પરંતુ ભારતે સાવધ અને તૈયાર રહેવાની જરૂર છે. ભારતે શ્રીલંકા, બાંગ્લાદેશ, બ્રહ્મદેશ, નેપાળ જેવા પડોશી સાથે મિત્રતાને વધુ મજબૂત કરવી જોઈએ. આપણે બધા સાથે મિત્રતા ઈચ્છીએ છીએ. પરંતુ આપણી સદ્ભાવનાને નબળાઈ માનીને પોતાના બળના પ્રદર્શનથી કોઈ ભારતને ઝુકાવી શકતું નથી. ચીનના ઉદાહરણ પરથી આટલું તો આ દુ:સાહસ કરનારાઓને સમજમાં આવી ગયું છે.

ભાગવતે જણાવ્યું હતું કે ભારત એક હિન્દુ રાષ્ટ્ર છે અને હિન્દુત્વ આ દેશનો આત્મા છે. આરએસએસ હિન્દુસ્તાન એક હિન્દુ રાષ્ટ્ર છે તેમ કહે છે ત્યારે તેનો આૃર્થ રાજકીય આૃથવા સત્તા કેન્દ્રિત વિચાર નથી હોતો. હિન્દુ શબ્દને વ્યાખ્યાઈત કરતાં ભાગવતે કહ્યું, સમસ્ત રાષ્ટ્ર જીવનના સામાજિક, સાંસ્કૃતિક મૂલ્યો અને તેની વ્યક્તિગત, પારિવારિક, વ્યાવસાયિક તથા સામાજિક જીવનમાં અભિવ્યક્તિનું નામ 'હિન્દુ' શબ્દમાંથી નિર્દિષ્ટ થાય છે.

તેમણે જણાવ્યું કે ગયા વર્ષે મોદી સરકારે જમ્મુ-કાશ્મીરમાંથી કલમ 370 નાબૂદ કરી. ત્યાર પછી સુપ્રીમ કોર્ટે સર્વસંમતિથી અયોધ્યામાં રામમંદિરનો ચૂકાદો આપ્યો. આ વર્ષે આપણે દેશમાં તણાવ પેદા કરતા સીએએના વિરોધો જોયા છે.

આ મુદ્દે ચર્ચા થાય તે પહેલાં જ કોરોનાના કારણે આ બધા જ મુદ્દા બાજુ પર મુકાઈ ગયા હતા. આપણે કોરોના વાઈરસ પર ધ્યાન કેન્દ્રીત કરવાનું શરૂ કર્યું. આપણે કોરોનાથી ડરવાની જરૂર નથી, પરંતુ સાવધ રહેવાની જરૂર છે.

કોરોનાના કારણે દેશમાં બેરોજગારીમાં વધારો થયો છે. કોરોનાકાળમાં અનેક લોકોએ નોકરીઓ ગુમાવી. પ્રવાસી કામદારો તેમના વતન જતા રહ્યા હતા, હવે તેઓ શહેરોમાં પાછા ફરી રહ્યા છે. પરંતુ હવે તેમના માટે શહેરોમાં નોકરીઓ નથી. દેશમાં બધા માટે રોજગારીની તકોનું સર્જન કરવું એ આપણા માટે મોટો પડકાર છે.

ભારતીય સૈન્ય દેશની એક ઈંચ જમીન પણ બીજાના હાથમાં નહીં જવા દે તેવો તેમને વિશ્વાસ છે તેમ સંરક્ષણ મંત્રી રાજનાથ સિંહે જણાવ્યા પછી રાષ્ટ્રીય સુરક્ષા સલાહકાર અજિત ડોભાલે પણ ચીનને ચેતવણી આપતાં જણાવ્યું હતું કે, ભારત માત્ર તેની જમીન પર જ નહીં, પરંતુ બીજાની ધરતી પર પણ યુદ્ધ કરવા સક્ષમ છે.

રાષ્ટ્રીય સુરક્ષા સલાહકાર અજિત ડોભાલે ઋષિકેશના પરમાર્થ નિકેતન આશ્રમમાં જણાવ્યું હતું કે, તમે કહી શકો છો કે આપણે ક્યારેય બીજા પર હુમલા કર્યા નથી. આ અંગે અનેક મંતવ્યો છે. જોકે, દેશ સામે જોખમ ઊભું થાય તો આપણે માત્ર આપણી જમીન પર જ નહીં, સરહદોથી બહાર બીજાની જમીન પર પણ યુદ્ધ કરવા સક્ષમ છીએ. કારણ કે દેશને બચાવવો ઘણો મહત્વનું છે.

તેમણે વધુમાં ઉમેર્યું હતું કે, 'તમે જ્યાં ઈચ્છો ત્યાં અમે લડી શકીશું. જ્યાંથી જોખમ આવતું અમને દેખાશે અમે ત્યાં લડીશું. અમે આપણી જમીન પર યુદ્ધ લડી શકીએ છીએ અને બીજાની જમીન પર પણ લડી શકીએ છીએ. જોકે, ભારત માત્ર સ્વાર્થી હિતોના કારણોસર લડતું નથી પરંતુ તે અન્યોના કલ્યાણ માટે લડે છે.'

તેમણે જણાવ્યું હતું કે, દેશ અને રાષ્ટ્ર વચ્ચે ઘણું અંતર છે. દેશ ભૌગોલિક સરહદોથી બંધાયેલો છે, પરંતુ રાષ્ટ્ર એક ભાવનાત્મક બાબત છે, જે આપણા આધ્યાત્મિક અને સાંસ્કૃતિક તાણે બંધાયેલું છે. આપણા રાષ્ટ્રના સર્જનમાં સંતો અને મહાત્માઓનું મોટું યોગદાન રહ્યું છે.

જોકે, ડોભાલના નિવેદન પછી સરકારે સ્પષ્ટતા કરી હતી કે, રાષ્ટ્રીય સુરક્ષા સલાહકારે ચીનના સંદર્ભમાં આ વાત નહોતી કરી. તેમણે કોઈપણ દેશ આૃથવા ચોક્કસ પરિસિૃથતિનું નામ લીધા વિના એક ધાર્મિક કાર્યક્રમમાં આધ્યાત્મિક સંદર્ભમાં આ વાત કરી હતી.

દરમીયાન દેશના જવાનો સાથે દશેરાની ઊજવણી કરતાં સંરક્ષણ મંત્રી રાજનાથસિંહે જણાવ્યું હતું કે, ભારત પૂર્વીય લદ્દાખમાં ચીન સાથે સરહદી તંગદિલીનો અંત લાવવા માગે છે, પરંતુ ભારતીય સૈન્ય દેશની એક ઈંચ જમીન પણ બીજા કોઈને નહીં લેવા દે તેનો તેમને વિશ્વાસ છે.

દશેરાના પ્રસંગે પશ્ચિમ બંગાળના દાર્જિલિંગ જિલ્લામાં ભારતીય સૈન્યની 33મી કોર્પ્સના સુકના સિૃથત મુખ્યાલયમાં શસ્ત્રોની પૂજા કર્યા પછી રાજનાથે જણાવ્યું હતું કે, તાજેતરમાં ભારત-ચીન સરહદે વાસ્તવિક નિયંત્રણ રેખા પર જે પણ કંઈ થયું તેમાં ભારતીય સૈન્યોની બહાદુરી ઈતિહાસમાં સુવર્ણ અક્ષરોથી લખાશે.
