દેશમાં કોરોના મહામારીથી સૌથી વધુ અસરગ્રસ્ત મહારાષ્ટ્રમાં લોકડાઉનના પ્રતિબંધો હળવા થતાં પાર્ક અને દારૂ વેચતા બાર ખૂલી ગયા છે, પરંતુ મંદિરો ખોલવા પર હજુ પ્રતિબંધ છે. એવામાં રાજ્યપાલ ભગતસિંહ કોશ્યારીએ મહારાષ્ટ્રમાં મંદિરો ખોલવા અંગે મુખ્યમંત્રી ઉદ્ધવ ઠાકરેને પત્ર લખ્યો હતો, જેમાં તેમણે ઉદ્ધવ ઠાકરે પર હિન્દુત્વને ભૂલીને સેક્યુલર બની ગયાનો આક્ષેપ કર્યો હતો.

ઉદ્ધવ ઠાકરેએ રાજ્યપાલને સણસણતો જવાબ આપતાં કહ્યું હતું કે, 'હિન્દુત્વના મુદ્દે મને તમારા સર્ટીફિકેટની જરૂર નથી.' રાજ્યપાલ ભગતસિંહ કોશ્યારીએ રાજ્યમાં મંદિરો સહિત ધાર્મિક સૃથળો ખોલવા મુદ્દે ઉદ્ધવ ઠાકરેને લખેલા પત્રમાં જે ભાષાનો ઉપયોગ કર્યો હતો તેનાથી નારાજ થઈ સત્તામાં ભાગીદાર રાષ્ટ્રવાદી કોંગ્રેસના પ્રમુખ શરદ પવારે વડાપ્રધાન નરેન્દ્ર મોદીને રાજ્યપાલ કોશ્યારીની ફરિયાદ કરી હતી.

રાજ્યપાલ કોશ્યારીએ ઉદ્ધવ ઠાકરેને એક પત્ર લખીને જણાવ્યું હતું કે, 'તેમણે મુખ્યમંત્રી સમક્ષ કોવિડ-19ની માર્ગદર્શિકાનું પાલન કરતાં ધાર્મિક સૃથળોને ફરીથી ખોલવા અંગે તુરંત જાહેરાત કરવા આગ્રહ કર્યો હતો.' તેમ જ હિંદુહૃદય સમ્રાટ શિવસેના પ્રમુખ બાળાસાહેબ ઠાકરેના સુપુત્ર, શિવસેનાના પક્ષપ્રમુખ અને મુખ્યપ્રધાન ઉદ્ધવ ઠાકરેને હિંદુત્ત્વની યાદ અપાવતા શું તમે સેક્યુલે રિઝર્વ તરફ ઝુકી ગયા છો કે? આવો સવાલ કોશ્યારીએ કર્યો હતો.

કોશ્યારીએ પત્રમાં લખ્યું કે, તમે હિન્દુત્વની તરફેણ કરતા રહ્યા છો. તમે અયોધ્યા જઈને ભગવાન રામ માટે તમારૂં સમર્પણ સાર્વજનિક રૂપે જાહેર કર્યું હતું. તમે પંઠરપુરમાં વિઠ્ઠલ રૂકમણી મંદિરના દર્શન કર્યા હતા અને અષાઢી એકાદશી પર પૂજા કરી હતી. હું સમજવા માગું છું કે ધાર્મિક સૃથળોને ફરીથી ખોલવાની પ્રક્રિયાને વારંવાર ટાળવા માટે તમને ઉપરથી કોઈ દિવ્ય સંદેશ મળી રહ્યો છે કે પછી તમે પોતે જ અચાનક સેક્યુલર થઈ ગયા, જે તમને પોતાને એક સમયે જરા પણ પસંદ ન હતું?

તેમણે પત્રમાં વધુમાં લખ્યું હતું કે, દિલ્હીમાં 8મી જૂનથી અને દેશના અન્ય શહેરોમાં જૂન મહિનાના અંતથી જ ધાર્મિક સૃથળો ખૂલી ગયા છે અને ત્યાં કોરોનાના કેસમાં વધારો જોવા મળ્યો નથી. એ પણ વિડંબના છે કે સરકારે દારૂ વેચતા બાર, રેસ્ટોરાં અને બીચ વગેરેને ખોલવાની મંજૂરી આપી દીધી છે, પરંતુ આપણા દેવી-દેવતાઓને લોકડાઉનમાં રાખવામાં આવ્યા છે.

રાજ્યપાલને સણસણતો જવાબ આપતાં ઉદ્ધવ ઠાકરેએ લખ્યું હતું કે, 'પત્રમાં મારા હિન્દુત્વ અંગે સવાલ ઉઠાવવો ખોટો છે. હિન્દુત્વ મુદ્દે મને તમારા સર્ટીફિકેટની જરૂર નથી. મારા રાજ્યની રાજધાનીને પાક અિધકૃત કાશ્મીર કહેનારાઓને હસતા હસતા ઘરમાં સ્વાગત કરનારાઓ પાસેથી મને હિન્દુત્વનું સર્ટિફિકેટ નથી જોઈતું.'

ઉદ્ધવે વધુમાં લખ્યું હતું કે, અચાનક લોકડાઉન લાદવું યોગ્ય નહોતું, તેમ અચાનક તેને હટાવી લેવું પણ યોગ્ય નથી. અને હા, હું એ વ્યક્તિ છું, જે હિન્દુત્વની પરંપરાનું પાલન કરૂં છું. બીજી વાત કે તમે રાજ્યપાલપદની શપથ બંધારણના આધારે લીધી છે અને બંધારણનો આત્મા સેક્યુલરીઝમ છે, જે તમને મંજૂર નથી એવો સવાલ ઉદ્ધવે રાજ્યપાલને કર્યો હતો.

દરમિયાન ઉદ્ધવ ઠાકરેને લખેલા પત્રમાં રાજ્યપાલની ભાષા સામે રાષ્ટ્રવાદી કોંગ્રેસના પ્રમુખ શરદ પવારે વાંધો ઉઠાવતા વડાપ્રધાનને ફરિયાદ કરી છે અને કહ્યું કે રાજ્યપાલની ભાષા આશ્ચર્યજનક છે. લોકતંત્રમાં રાજ્યપાલ અને મુખ્યમંત્રી વચ્ચે વિચારોના આદાન-પ્રદાન સામે કોઈ સમસ્યા નથી, પરંતુ બંધારણીય પદો પર બેઠેલા લોકોએ પોતાની ભાષાની મર્યાદાને ધ્યાનમાં રાખવી જોઈએ. સેક્યુલરીઝમ શબ્દ બંધારણની પ્રસ્તાવનાનો ભાગ છે. રાજ્યપાલ કોશ્યારીએ મુખ્યમંત્રીને જે રીતે સંબોધન કર્યું તે જોતાં તેઓ જાણે કોઈ રાજકીય પક્ષનો ભાગ હોય તેમ લાગે છે.

મંદિર ખોલવાના મુદ્દે ભાજપનું આંદોલન

મહારાષ્ટ્રમાં ખુલી ગયા બાર પણ મંદિરો બંધો હોવાથી ભાવિકો થયા નારાજ ઉધ્ધવ તારો દ્યુંઘ છે દરબાર, ઉધ્ધવ અજબ તુઝે સરકાર? આવા જોરદાર સૂત્રોચ્ચારો પોકારીને મહારાષ્ટ્ર ભાજપે આજે સંપૂર્ણઅ મહારાષ્ટ્રમાં જોરદાર આંદોલન કર્યું. પ્રદેશાધ્યક્ષ ચંદ્રકાંતદાદા પાટિલ અને આધ્યાત્મિકક સમન્વય આઘાડીના પ્રદેશાધ્યક્ષ આચાર્ય તુષાર ભોસલેએ શિર્ડીમાં સાંઈબાબા મંદિર સામે એક દિવસનું અપવાસ આંદોલન કર્યું તેમ જ ભાજપના તમામ હોદ્દેદારો, કાર્યકર્તાઓએ રાજ્યભરમાં મંદિર ખોલવા માટે ઘરણા, નિદર્શનો, અપવાસ આવા કાર્યક્રમ રજૂ કર્યા.

મુંબઈ ભાજપાના માજી અધ્યક્ષ એડ. આશિષ સેલારે મુખ્યપ્રધાન ઉધ્ધવ ઠાકરેની આકરા શબ્દોમાં પ્રહાર કરતા કહ્યું કે, જેઓ કસાબને બિર્યાની ખવડાવનારાઓ સાથે સત્તામાં બેસવાનું પસંદ કર્યું, જેમણે અયોધ્યામાં રામમંદિરનું ભૂમિપૂજન ઈ પદ્ધતિથી કરવાની સલાહ આપી, ભારત તેરે ટુકડે હજાર કહેનારાઓનું મુંબઈમાં સ્વાગત કર્યું, સ્વાતંત્ર્યવીર વિનાયક દાનમોદર સાવરકરનું અપમાન કરવાવાળા કોંગ્રેસનો જેમણે સાથ આપ્યો.

યાર્કુબની હાંસીને વિરોધ કરવાવાળાઓને મુંબઈના પાલક પ્રધાન બનાવ્યા અને પંઢરપુરમાં જઈને વિઠ્ઠલની મૂર્તિને જેમણે સ્પર્શ પણ કર્યો નહીં તેઓ કયા હિંદુત્ત્વના પૂજારી, જેઓ તો સસ્તાના છે લાચારી. મુંબઈ સાથે સમસ્ત મહારાષ્ટ્રમાં આંદોલન કરીને ભાજપે એક તરફ મંદિરો ખોલવાની માંગણી કરી ત્યાં જ બીજી તરફ રાજ્યપાલને જવાબ આપતા ંમુખ્યપ્રધાનની શેલારે ટીકા કરી છે.

બાબરની સેના કરતા પણ ખરાબ વર્તન ગુંડા સરકારનું છે : કંગના

વિવાદિત નિવેદનો સાથે જોડાયેલી અભિનેત્રી કંગના રાણાવતે વધુ એક વિવાદ છેડયો છે. મહારાષ્ટ્રમાં મંદિરોને લઇને ચાલી રહેલા વિવાદમાં આ અભિનેત્રી પણ કુદી પડી હતી, કંગનાએ કહ્યું હતું કે બાબરની સેના કરતા પણ ખરાબ વર્તન ગુંડા સરકાર કરી રહી છે. કંગનાએ ઉદ્ધવ ઠાકરેનું નામ લીધા વગર તેમને ગુંડા કહ્યા હતા. કંગનાએ કહ્યુ હતું કે ગુંડાઓએ બાર તો ખોલી નાખ્યા પણ મંદિરને બંધ જ રહેવા દીધા.

સોનિયા સેના બાબર સેના કરતા પણ ખરાબ રીતે વર્તી રહી છે. મહારાષ્ટ્રના રાજ્યપાલે મંદિરો ખોલવા માટે ઉદ્ધવ ઠાકરેને પત્ર લખ્યો હતો જેના સમાચારને કંગનાએ રિટ્વીટ કરીને આ ટોણો માર્યો હતો. અગાઉ ગેરકાયદે બાંધકામને લઇને પણ ઉદ્ધવ ઠાકરે સરકાર અને કંગના રાણાવત વચ્ચે વિવાદ થયો હતો જેની શરૂઆત મુંબઇને કંગનાએ પીઓકે સાથે સરખાવ્યું ત્યારથી થઇ હતી.

ભારતીય અર્થતંત્રમાં આ વર્ષે ધબડકો, જીડીપી માઈનસ 10.3 ટકા રહેશે : IMF

અમેરિકાનું અર્થતંત્ર માઈનસ 5.8 ટકા રહેવા અંદાજ, વિશ્વમાં માત્ર ચીનમાં આર્થિક વૃદ્ધિ અંગે આઈએમએફે આશ્ચર્ય વ્યક્ત કર્યું

કોરોના મહામારીએ સમગ્ર વિશ્વને ભરડામાં લીધું છે, જેથી વૈશ્વિક અર્થતંત્ર ઘેરી મંદીમાં સપડાયું છે. આ વર્ષે વૈશ્વિક અર્થતંત્રની વૃદ્ધિ માઈનસ 4.4 ટકા રહેશે. ભારતના અર્થતંત્ર પર કોરોના મહામારીની ઘેરી અસર થઈ છે.

આથી આ વર્ષે તેમાં ધબડકો જોવા મળી શકે છે અને જીડીપી માઈનસ 10.3 ટકા રહેવાનો અંદાજ છે. 2020માં વિશ્વમાં માત્ર ચીનમાં 1.9 ટકાની વૃદ્ધિ જોવા મળી શકે છે તેમ આંતરરાષ્ટ્રીય નાણાં ભંડોળએ આગાહી કરી છે. વર્લ્ડ બેન્કે પણ આ વર્ષે ભારતનો જીડીપી માઈનસ 9.6 ટકા રહેવાની આગાહી કરી છે.

આઈએમએફે તેના વર્લ્ડ ઈકોનોમિક આઉટલૂકમાં જણાવાયું છે કે કોરોના મહામારીના કારણે અસરગ્રસ્ત ભારતીય અર્થતંત્રમાં વર્ષ 2020માં 10.3 ટકાનો ઘટાડો જોવા મળી શકે છે. જોકે, આ જ સમયમાં વૈશ્વિક અર્થતંત્રમાં 4.4 ટકાનો ઘટાડો આવવાની સંભાવના છે.

જોકે, ભારતીય અર્થતંત્ર આગામી વર્ષે એટલે કે વર્ષ 2021માં 8.8 ટકાની અસાધારણ વૃદ્ધિ સાથે પુનરાગમન કરી શકે છે અને તે ચીનને પાછળ છોડીને ઝડપથી ઊભરતા અર્થતંત્રનો દરજ્જો ફરીથી હાંસ કરી શકે છે. 2021માં વૈશ્વિક અર્થતંત્રમાં 5.2 ટકાની જોરદાર વૃદ્ધિનું અનુમાન કરવામાં આવ્યું છે.

આઈએમએફ અને વર્લ્ડ બેન્કની વાર્ષિક બેઠક પહેલાં વર્લ્ડ ઈકોનોમિક આઉટલૂક જાહેર કરતાં આઈએમએફના મુખ્ય અર્થશાસ્ત્રી ગીતા ગોપીનાથે જણાવ્યું હતું કે, વર્ષ 2020માં અમેરિકાના અર્થતંત્રમાં 5.8 ટકાનો ઘટાડો આવે તેવી સંભાવના છે જ્યારે આગામી વર્ષે તેમાં 3.9 ટકાની વૃદ્ધિ જોવા મળી શકે છે.

આઈએમએફે દાવો કર્યો છે કે કોરોનાના કારણે વૈશ્વિક અર્થતંત્ર પર સર્જાયેલી કટોકટી દૂર થવામાં ઘણો લાંબો સમય લાગશે. જોકે, તેણે ચીનના અર્થતંત્રમાં જોવા મળેલા ઝડપી સુધારા અંગે આશ્ચર્ય વ્યક્ત કર્યું હતું.

તેનું કહેવું છે કે વર્ષ 2020માં સમગ્ર વિશ્વમાં માત્ર ચીન જ એક એવો દેશ હશે, જેમાં 1.9 ટકાની વૃદ્ધિ જોવા મળી શકે છે. 2021માં ચીનનો પ્રોજેક્ટેડ ગ્રોથ 8.2 ટકા છે. આઈએમએફે તેા રિપોર્ટમાં જણાવ્યું છે કે બીજા ત્રિમાસિક સમયમાં ભારતના અર્થતંત્રમાં અપેક્ષા કરતાં વધુ પ્રમાણમાં ઘટાડો નોંધાયો છે.

આઈએમએફના મુખ્ય અર્થશાસ્ત્રી ગીતા ગોપીનાથે જણાવ્યું હતું કે, વિશ્વના અનેક દેશોમાં લોકડાઉનના નિયમો હળવા કરાયા છે અને સેન્ટ્રલ બેન્કોએ ઝડપથી નીતિવિષયક સહાયો પૂરી પાડી છે. પરીણામે વૈશ્વિક અર્થતંત્ર આ વર્ષના પ્રથમ છ માસમાં તેના તળીયેથી બેઠું થઈ રહ્યું છે. બીજા ત્રિમાસિકમાં કટોકટીની ટોચના સમયની સરખામણીમાં રોજગારીમાં આંશિક સુધારો થયો છે. જોકે, રોજગારી કોરોના મહામારી પહેલાંના સ્તર કરતાં ઘણી ઓછી છે.

ત્રીજા ત્રિમાસિકમાં વૈશ્વિક અર્થતંત્રમાં મજબૂત સુધારાના સંકેત મળે છે, પરંતુ વિકાસશીલ અને ઊભરતા અર્થતંત્રોમાં મંદીના વાદળો આ સુધારા પર પ્રભાવ પાડી શકે છે. આઈએમએફના જણાવ્યા મુજબ ગ્લોબલ વોર્મિંગના કારણે સમગ્ર વિશ્વમાં ભારતને સૌથી વધુ નુકસાન થવાની આશંકા છે. તેનું કારણ ભારતનું ઊંચું તાપમાન હોઈ શકે છે. ક્લાઈમેટ ચેન્જના કારણે ઠંડા પ્રદેશો એવા યુરોપ, ઉત્તર અણેરિકા અને પૂર્વ એશિયાના દેશોને એકંદરે ઓછું નુકસાન થવાની શક્યતા છે.

ઉત્તર પ્રદેશ: ઝાંસીમાં કૉલેજની અંદર ગેંગરેપ અને મારપીટનો વિડિયો ઊતાર્યો

- ઉત્તર પ્રદેશમાં રેપની ઘટનાઓ વધ્યે જાય છે

- કાયદો અને વ્યવસ્થા કથળી રહ્યાં હતાં

ઝાંસી તા.12 ઓક્ટોબર 2020 સોમવાર

ઉત્તર પ્રદેશના ઝાંસીમાં એક પોલિટેક્નિક કૉલેજની અંદર સત્તર વર્ષની સગીરા પર ગેંગરેપ થયો હતો. આ છોકરી પોતાની બહેનપણીને મળવા એની કૉલેજ પર ગઇ હતી. ત્યાં અને કેટલાક લોકો જબરદસ્તીથી કૉલેજની અંદર ઘસડી ગયા હતા અને ત્યારબાદ એેના પર ગેંગરેપ થયો હતો.

આ ઘટના ધોળે દિવસે સરકારી પોલિટેક્નિકમાં બની હતી. આ સગીરા પોતાના બૉયફ્રેન્ડ સાથે સ્કૂટી પર ત્યાં ગઇ હતી. કેટલાક લોકોએ એના બૉયફ્રેન્ડ સાથે ખોટેખોટી બોલાચાલી કરી હતી. ત્યારબાદ બૉયફ્રેન્ડને ધમકાવીને છોકરીને કૉલેજની અંદર ઘસડી ગયા હતા. ત્યારબાદ ગેંગરેપ કર્યો હતો અને એની વિડિયો ક્લીપ સુદ્ધાં બનાવી હતી. છોકરીને ધમકી આપી હતી કે આ ઘટનાની ફરિયાદ કરીશ તો આ વિડિયો ક્લીપ અમે ઇન્ટરનેટ પર મૂકી દઇશું.

એક અહેવાલ મુજબ ભારતમાં હવે દર પંદરમી મિનિટે એક રેપ થાય છે. છોકરીઓ સતત ધ્રૂજતી રહે છે. એમાંય છેલ્લા થોડાં સપ્તાહથી તો લગભગ રોજ આવી ગેંગરેપની ઘટના બનતી રહી છે. ખાસ કરીને કદ અને વસતિની દ્રષ્ટિએ સૌથી મોટા રાજ્ય ઉત્તર પ્રદેશમાં આવી ઘટનાઓ વારંવાર બનતી જોવા મળી હતી.
