Public sector Punjab National Bank (PNB) on Wednesday declared its Rs 1,203.26 crore exposure to Sintex Industries Ltd as fraud.Pursuant to the applicable provisions of Sebi's Listing Obligations and Disclosure Requirements (LODR) and the bank's policy, "we inform reporting of borrowal fraud of Rs 1,203.26 crore in NPA account of Sintex Industries Ltd (SIL)," PNB said in a regulatory filing.

અમેરિકન સિટિઝનશીપ એન્ડ ઈમિગ્રેશન સર્વિસ (યુએસસીઆઈએસ)ના અિધકારીઓ એચ-1બી કેટેગરીના વિઝા સતત નકારી રહ્યા છે. 2019 અને 2020માં આ કેટેગરીના વિઝાનો રીજેક્શન રેટ ખૂબ જ ઊંચો નોંધાયો છે. આંકડાના એનાલિસીસ પછી રજૂ થયેલાં તારણમાં આ દાવો કરાયો હતો.
વિદેશી યુવાનોને અમેરિકામાં નોકરીની તક આપતી એચ-1બી વિઝા કેટેગરીના નિયમો ટ્રમ્પ સરકારમાં વધારે મુશ્કેલ બન્યા છે. તેના ભાગરૂપે વિવિધ કારણો આગળ કરીને અમેરિકન ઈમિગ્રેશન વિભાગ આ કેટેગરીના વિઝા નકારી દે છે.
નેશનલ ફાઉન્ડેશન ફોર અમેરિકન પોલિસીના અહેવાલ પ્રમાણે 2020ના બીજા ક્વાર્ટરમાં વિવિધ કંપનીએ એચ-1બી વિઝા માટે કરેલી અરજી સતત રીજેક્ટ કરવામાં આવી હતી. અમેરિકન સરકારના ઈમિગ્રેશન વિભાગના આંકડાના આધારે કહેવાયું હતું કે ટોચની 25 કંપનીઓમાં કામ કરવા ઈચ્છતા વિદેશી યુવાનોની અરજી અમેરિકન સરકારે નકારી દીધી હતી.
25માંથી 20 કંપનીઓમાં કામ કરવા ઈચ્છતા વિદેશી યુવાનોની અરજી નકારવાનું પ્રમાણ ટ્રમ્પના શાસનકાળમાં સરેરાશ 10 ટકા વધ્યું છે. સૌથી વધુ આઈટી કંપનીઓની અરજી નકારી દેવામાં આવી હતી. 2020ના બીજા ક્વાર્ટરમાં એ રેટ વધારેને વધારે ઊંચો ગયો હતો.
2015માં ટોચની 10 કંપનીઓ સાથે જોડાવા ઈચ્છતા આઈટી પ્રોફેશ્નલ્સના વિઝા રીજેક્શનનો રેટ એકથી પાંચ ટકા હતો. એ 2020ના બીજા ક્વાર્ટરમાં 20 ટકા પહોંચી ગયો હતો. 2015માં 25માંથી 16 કંપનીઓની અરજીનો રીજેક્શન રેટ માત્ર બે ટકા હતો. 2020ના પ્રથમ ક્વાર્ટરમાં એચ-1બી વિઝાનો નકારનો રેટ 16.6 ટકા જેટલો ઊંચો હતો.

ખેડૂતો દ્વારા કેન્દ્ર સરકારના ત્રણ કૃષિ બિલોનો ઉગ્ર વિરોધ થઇ રહ્યો છે અને ભારત બંધ પણ પાળવામાં આવ્યો. આ સિૃથતિ વચ્ચે સંસદમાં ત્રણેય બિલોને સરકારે પસાર કરાવી દીધા હતા અને બાદમાં રાષ્ટ્રપતિ રામનાથ કોવિંદ સમક્ષ મોકલવામાં આવ્યા હતા.
રાષ્ટ્રપતિએ પણ વિરોધ વચ્ચે આ બિલને આખરે મંજૂરી આપી દીધી છે. જેને પગલે હવે આ બિલોનો અમલ થઇ જશે. જોકે ખેડૂતો દ્વારા આંદોલનો શરૂ રાખવાની ચીમકી આપવામાં આવી છે. તેથી વિવાદ જારી રહી શકે છે.
ગેઝેટ નોટિફિકેશન અનુસાર રાષ્ટ્રપતિ રામનાથ કોવિંદે ત્રણ બિલ ધ ફાર્મર્સ પ્રોડયૂસ ટ્રેડ એન્ડ કોમર્સ, ધ ફાર્મર્સ એગ્રીમેન્ટ ઓફ પ્રાઇસ અસ્યોરન્સ એન્ડ ફાર્મ સર્વિસ બિલ, એસેન્સિયલ કોમોડિટી સુધારા બિલ 2020 પર સહી કરીને તેને મંજૂરી આપી દીધી છે.
નિયમ અનુસાર લોકસભા અને રાજ્યસભામાં કોઇ પણ કાયદામાં સુધારા માટે કે નવા કાયદા માટે બિલો પસાર કરાય તે બાદ તેને અંતિમ મંજૂરી માટે રાષ્ટ્રપતિ સમક્ષ મોકલવામાં આવે છે.
રાષ્ટ્રપતિ ઇચ્છે તો તેને નામંજૂર પણ કરી શકે છે. 18 પક્ષોનું એક ડેલિગેશન રાષ્ટ્રપતિને મળ્યું હતું અને આ બિલને મંજૂર ન કરવાની વિનંતી કરી હતી. સાથે ખેડૂતો પણ બિલનો વિરોધ કરી રહ્યા છે અને તેને પરત લેવાની માગણી કરી રહ્યા છે. આ સિૃથતિ વચ્ચે બિલોને મંજૂરી આપી દેવાઇ છે.
બીજી તરફ અમૃતસરમાં ખેડૂતો દ્વારા સતત ચોથા દિવસે રેલ રોકો આંદોલન શરૂ રાખવામાં આવ્યું હતું, પંજાબમાં ખેડૂતો મોટી સંખ્યામાં રેલવેના પાટા પર બેસી રહ્યા છે અને જ્યાં સુધી માગણી ન સ્વીકારાય ત્યાં સુધી આંદોલન જારી રાખવાની ચીમકી આપી છે.
કિસાન મઝદૂર સંઘર્ષ કમિટીએ અહીં 29મી તારીખ સુધી રેલ રોકો આંદોલન શરૂ રાખવાની જાહેરાત કરી છે. સાથે જ ભાજપના નેતાઓને ગામોમાં ઘુસવા નહીં દેવાની ચીમકી આપી છે. જ્યારે ઉત્તર પ્રદેશમાં 28મીએ મહાપંચાયત બોલાવાઇ છે અને 29મીથી ભૂખહડતાળની જાહેરાત કરવામાં આવી છે.
અકાળી દળે એનડીએ સાથે છેડો ફાડયો અને તેમના નેતા સુખબીરસિંહ બાદલે કહ્યું હતું કે હું વેપારીઓ, કૃષી શ્રમિકો, ખેડૂતો દરેકને વિનંતી કરૂ છું કે આ આંદોલનને જારી રાખવામાં આવે. રાષ્ટ્રપતિ દ્વારા બિલોને મંજૂરી આપી દેવાતા બાદલે આજના દિવસને બ્લેક ડે જાહેર કર્યો હતો. દરમિયાન રાષ્ટ્રપતિ રામનાથ કોવિંદે બિલને મંજૂરી આપી દેતા કેન્દ્ર સરકારે એક નોટિફિકેશન જાહેર કરીને આ બિલોનો અમલ શરૂ કરી દીધો છે.
ત્રણ બિલો અને ખેડૂતોની દલિલ
પ્રોડયૂસ-ટ્રેડ બિલ : હવેથી ખેડૂતો એપીએમસી માર્કેટ બહાર પણ પોતાનો પાક વેચી શકશે. જોકે આ બિલથી ટેકાના ભાવ નહીં મળે તેવી ખેડૂતોની દલીલ
એગ્રીમેન્ટ બિલ : ખેડૂતો સાથે કંપનીઓ કે વેપારીઓ સાથે કોન્ટ્રાક્ટ કરી શકશે. જોકે સામેનો પક્ષ કોન્ટ્રાક્ટ તોડી નાખે તો માત્ર કલેક્ટર સુધી જ ફરિયાદની સત્તા કેમ તેવો ખેડૂતોનો સવાલ
કોમોડિટિ એક્ટ સુધારા બિલ : આ બિલના અમલ સાથે એસેન્સિયલ ખાધ્ય પદાર્થોમાંથી ડુંગળી, બટાકા જેવા કેટલાક પાકને હટાવાયા અને સ્ટોકની છુટ, ખેડૂતોની દલીલ છે કે આ બિલથી સંગ્રહખોરી વધશે.
